Developers of 24 units in the Birchwood Villas addition on Scenic Drive are asking the city of Manhattan to waive connection fees for water and sewer lines in consideration of their “affordable homes” status. Developers say the rental rates for the two to three bedroom apartments will be capped to keep them within the price reach of lower income occupants. The total amount of fees to be waived comes to $24,726.
