Two new superintendents are taking over at Rock Creek and Wamego Public Schools this fall.

Both made their debut appearance Wednesday on KMAN’s In Focus. Current Lansing High School Principal Rob McKim was hired Jan. 31 by the Wamego School Board. The Kansas native has spent most of his life involved in education.

https://1350kman.com/wp-content/uploads/2022/06/0608-McKim-1.mp3

McKim will begin training with the district June 14 before his official start date of July 1. He says at first, his goal is to listen and learn about the district and the community. He says in order to help foster an effective learning environment he’ll work on emphasizing the importance of creating connections between students and administrators throughout the schools.

https://1350kman.com/wp-content/uploads/2022/06/0608-McKim-4.mp3

McKim is succeeding interim superintendent Greg Mann, brought on by the USD 320 school board last year following the abrupt resignation of former superintendent Tim Winter, who now works with Geary County Schools.

Joan Simoneau will finish up her current duties as superintendent and elementary principal at USD 369 Burrton before stepping into her role at USD 323 Rock Creek Schools. While not originally from the Midwest, Simoneau did earn her teaching degree at the University of Nebraska and has spent all but one year of her educational career in Kansas.

https://1350kman.com/wp-content/uploads/2022/06/0608-Simoneau-1.mp3

Simoneau says Rock Creek is a vastly different district than Burrton, primarily due to its rapidly growing student population. She says she’s already anticipating what that will mean for her as superintendent.

https://1350kman.com/wp-content/uploads/2022/06/0608-Simoneau-3.mp3

She also stressed plans to emphasize the importance of open communication in order to continue maintaining the district’s success.

Simoneau succeeds Kevin Logan, who had been with the district since 2016, but was hired as the next Hesston USD 460 superintendent.

Simoneau begins her duties officially with Rock Creek on July 1.

County Clerk Nancy McCarter says the agreement includes a number of changes to the original design of the facility.

The commission also decided to add larger concrete aprons and to increase the thickness of the concrete floor from 6 to 8 inches.

These changes will add about $150,000 to $160,000 in construction costs along with about $24,000 in design fees.

The commission decided not to include a heated floors or painted walls and ceilings in the agreement.

Not including painted walls and ceilings will reduce the cost of the project by about $23,000.

Sign Regulations

Pottawatomie County planning and zoning officials presented two requests to the county commission Monday.

Assistant planner Stephen Metzger says one request is to approve changes to the Unified Development Regulations clarifying that sign restrictions are based on type, dimensions, location and number and not on content.

The commission will not approve this change until an official resolution is brought to them at a future meeting.

The second request was to re-zone 73 acres of land from A1 – Agriculture and R2- Residential to Planned Unit Development.

County Planner John Keller explains what Planned Unit Development means.

https://1350kman.com/wp-content/uploads/2020/02/PUD-explanation.wav

The county voted to modify this request and will make a decision at a future meeting.

Equipment Requests

Pottawatomie County Commissioners addressed a number of requests for new county vehicles during their meeting Monday.

The requests were for a new semi-truck for the landfill worth about $50,000, a new back-hoe for the landfill worth about $110,000 and two new dump trucks worth a total of $300,000

In the middle of a discussion about the cost of the semi-truck, Commissioner Pat Weixelman said he wouldn’t approve a purchase until presented with more information.

https://1350kman.com/wp-content/uploads/2020/02/Pat-throws-packet-away.wav

The commission decided to delay approving the purchase a new semi-truck until it has received more information.

They also approved advertising for bids on both new and used dump trucks along with the purchase of a backhoe.

Potential city-wide sales tax in Manhattan

The Pottawatomie County Commission spoke about the potential taxation and annexation of Blue Township by the City of Manhattan during their meeting Monday.

This was in response to the Manhattan City Commission talking about potentially transitioning from a Riley County sales tax to a Manhattan sales tax.

County Commissioner Pat Weixelman says he doesn’t think it is the county’s job to initiate this process, with Commissioner Dee McKee saying in response that the county needs to be prepared for these kinds of conversations.

Going forward, the commission has requested information on income and revenue over the past five years from Pottawatomie County townships.

Public Works Fleet Maintenance Facility

The Pottawatomie County Commission continued discussing potential changes to the Public Works Fleet Maintenance Facility design Monday.

One potential change is increasing the building’s width from 80 feet to either 90 or 100 feet.

An expansion to 100 feet in width would cost an extra $215,000 to $250,000 plus about $24,000 in design changes.

Public Works Director Peter Clark says a 100-foot width should be considered to accommodate for potentially larger vehicles that are purchased in the future.

https://1350kman.com/wp-content/uploads/2020/02/Clark-100-feet.wav

Commissioner Greg Riat says an 80-foot width should be considered so the county’s budget can cover more ground.

https://1350kman.com/wp-content/uploads/2020/02/Riat-80-fet.wav

A second potential change is to increase the building’s concrete-slab thickness from 6 inches in thickness to 8 inches, which would cost about $10,000 in additional costs.

A third potential change is to use radiant-floor heaters instead of radiant-tube heaters that are suspended from the ceiling.

This would cost an extra $60,000 to $70,000 plus about $6,000 in design changes.

The commission is opposed to the change in heating system but is in favor of a thicker concrete slab as well as not painting the walls or ceiling, which saves about $23,000.

Commissioners Dee McKee and Pat Weixelman want to see the cost for a 90-foot width while Commissioner Greg Riat is in favor of an 80-foot width.

The commission will receive more information about the cost for a 90-foot width, different types of metal paneling and an exhaust-ventilation system during their meeting next week.

Their next meeting is Monday at 8:30 a.m. at the Sunflower Room in Westmoreland.
