Manhattan ranks seventh-highest among the state’s largest cities in the amount of debt carried by the city government, according to a Manhattan Mercury analysis.

The city government had $323 million in all forms of debt, according to the most recent comparative data compiled by the Kansas League of Municipalities, covering 2025. That ranked Manhattan a notch lower than Lawrence and one higher than Overland Park. The other cities with more debt than Manhattan were Wichita, KCK, Lenexa, Topeka and Olathe.

A potential Planet Fitness location is among the rezonings Riley County commissioners will vote on during Tuesday’s meeting.

The proposed rezoning is for 4.47 acres north of the intersection of E. Poyntz Avenue and Sarber Lane, from a neighborhood commercial district to a planned unit development for Planet Fitness.

A Manhattan man has been arrested in connection with a rape investigation that began last year, according to the Riley County Police Department.

Chad Len Mouton Jr., 21, of Manhattan, was arrested at approximately 2:39 p.m. Thursday, July 16, on one count of rape involving sexual intercourse without consent and the use of force.

The charge stems from a report originally filed in November 2025. Police said a 21-year-old woman was listed as the victim and the suspect was known to the victim.

Mouton was issued a total bond of $150,000 and remains confined in the Riley County Jail.

Police said no further information will be released because the investigation remains ongoing.

A Manhattan man has been arrested in connection with a Riley County investigation into the alleged sexual abuse of a child.

Taylor Michael John Boyle, 33, of Manhattan, was arrested at approximately 9:32 p.m. Thursday, July 16, on a Riley County District Court warrant charging him with three counts of rape in which the offender is 18 or older and the victim is younger than 14, and three counts of aggravated indecent liberties with a child.

According to the Riley County Police Department, the arrest stems from a report originally filed in September 2025.

Boyle was issued a total bond of $250,000 and remains confined in the Riley County Jail.

Due to the nature of the alleged crimes, police said no additional information will be released. The investigation remains ongoing.

A Fort Riley man has been arrested in connection with an aggravated battery reported earlier this month in Aggieville.

Officers originally filed a report just before 2 a.m. July 11 in the 1200 block of Moro Street after a 25-year-old man reported he was battered by an unknown man in an alley during an altercation.

On July 16, Riley Michael Williams, 21, of Fort Riley, was arrested at approximately 9:30 a.m. at the Riley County Law Enforcement Center on a charge of aggravated battery.

Williams was issued a total bond of $20,000 and is no longer confined in the Riley County Jail.

The Riley County Police Department is investigating a fraud case after a woman reportedly lost more than $33,000 in a vendor impersonation scam.

Officers filed the report at approximately 10:43 a.m. July 16 in the 8900 block of Fairview Church Road.

A 43-year-old woman was listed as the victim after an unknown suspect allegedly posed as a known vendor and convinced the victim to complete a wire transfer.

Police estimated the loss at $33,092.88. No arrests have been made, and the investigation remains ongoing.

A Manhattan man was arrested Thursday afternoon on multiple drug-related charges following an investigation by the Riley County Police Department.

Officers filed a report for distribution of marijuana, distribution or possession with intent to distribute drug paraphernalia, a precursor or stimulant, and possession of a substance under KSA 65-41-5(h) just before p.m. July 16 in the 2300 block of Candlewood Drive.

Rysean Alexander Parks, 26, of Manhattan, was arrested at approximately 3 p.m. on the same charges.

Parks was issued a total bond of $5,000 and is no longer confined in the Riley County Jail.

A Washington, Kansas, man was arrested Wednesday afternoon in Manhattan on a Dickinson County warrant.

William Joseph Brown, 44, of Washington, was arrested at approximately 3 p.m. July 15 in the 100 block of Manhattan Town Center.

Brown was wanted on a Dickinson County District Court warrant charging him with theft of property or services, burglary of a non-dwelling to commit a felony and burglary of a vehicle to commit a felony.

He was issued a total bond of $10,000 and is no longer confined in the Riley County Jail.

The Riley County Police Department is investigating a fraud case involving the sale of a vehicle to a Manhattan dealership.

Officers filed a report of fraud at approximately 11:32 a.m. July 15 in the 2500 block of Stagg Hill Road.

Briggs Auto Group was listed as the victim after it was reported a known 61-year-old man sold a vehicle to the dealership using a title that allegedly failed to disclose a bank lien.

The estimated loss associated with the case is $30,000.
