A Manhattan woman was arrested Thursday afternoon on drug-related charges, according to the Riley County Police Department.

Officers filed a report at approximately 4:49 p.m. June 4, 2026, in the 300 block of North Fifth Street for possession of opiates, opium, narcotics or stimulants and use or possession with intent to use drug paraphernalia in the human body.

Denise Chantel Holder, 39, of Manhattan, was arrested at approximately 5:24 p.m. on charges of possession of opiates, opium, narcotics or stimulants and use or possession with intent to use drug paraphernalia in the human body.

Holder was issued a total bond of $8,000 and remains confined in the Riley County Jail at the time of this report.

A Manhattan bicyclist suffered minor injuries Thursday morning after a collision with a vehicle at a city intersection, according to the Riley County Police Department.

Officers responded at approximately 10:45 a.m. June 4 to the intersection of North Juliette Avenue and Leavenworth Street for a reported injury accident. Upon arrival, officers found a 2015 Toyota Prius driven by Zainab Shinwari, 36, of Manhattan, had struck a bicycle ridden by Christopher Korte, 27, of Manhattan.

Korte was transported to Via Christi Hospital for treatment of minor injuries.

Police said Shinwari was issued a citation for failure to yield the right of way at a stop sign.

A Manhattan man was arrested Tuesday afternoon on a probation violation warrant tied to multiple drug and weapons offenses, according to authorities.

Scott Charles Marchand, 48, of Manhattan, was arrested at approximately 4 p.m. June 3 at the Riley County Law Enforcement Center.

Marchand was taken into custody on a Riley County District Court warrant for probation violation. The warrant stems from original charges that include distribution of heroin within 1,000 feet of a school, distribution of methamphetamine within 1,000 feet of a school, two counts of distribution of opiates, opium, narcotics or stimulants within 1,000 feet of a school involving 3.5 to 100 grams, distribution of opiates, opium, narcotics or stimulants involving 10 to 100 dosage units within 1,000 feet of a school, possession of drug paraphernalia with intent to distribute, manufacture, plant or cultivate, possession of heroin, possession of cannabinoids, criminal use of weapons and possession of drug paraphernalia for use in the human body.

Marchand was issued a total bond of $1 million and remains confined in the Riley County Jail at the time of this report.

The Manhattan City Commission approved resolutions permitting alcohol at two city events during its Tuesday meeting, despite commissioner Jim Morrison’s pushback.

The commission voted to allow alcohol at concerts in the “Arts in the Park” series. This permit will apply to people possessing or consuming alcoholic beverages in the approved area within City Park from 6 p.m. to 10 p.m. on June 5, 12, and 26 and July 3, 10, 17, 24 and 31.

A Manhattan man was arrested Tuesday night on multiple charges, including violating a protection order, according to the Riley County Police Department.

Officers filed a report at approximately 10:22 p.m. June 2, 2026, in the 2200 block of Sloan Street for driving while suspended, driving while a habitual violator and violation of a protection order.

Kevin Michael Harbaugh, 44, of Manhattan, was arrested at approximately 10:41 p.m. on charges of driving while suspended, driving while a habitual violator and violating a protection order.

Harbaugh was issued a total bond of $6,000 and remains confined in the Riley County Jail at the time of this report.

A Junction City man was arrested Tuesday evening following a reported road rage incident in Manhattan, according to the Riley County Police Department.

Officers filed a report for aggravated assault at approximately 6:06 p.m. June 2 near the intersection of Anderson Avenue and Seth Child Road. A 45-year-old man was listed as the victim after it was reported an unknown male suspect brandished a firearm during the incident.

Spencer Dylan Dougherty, 35, of Junction City, was arrested at approximately 6:58 p.m. in the 600 block of Seth Child Road on a charge of aggravated assault.

Dougherty was issued a total bond of $5,000 and is no longer confined in the Riley County Jail at the time of this report.

Manhattan city commissioners unanimously approved a resolution Tuesday opposing the proposed incorporation of the city of Green Valley in Pottawatomie County. The resolution says the petition is “inadvisable” under state law.

This decision authorizes city manager Danielle Dulin to present Manhattan’s position at an upcoming public hearing before the Pottawatomie County Commission.

Police arrested a fifth Manhattan teenager Friday in connection to reported violent crimes against a 15-year-old boy.

Police arrested Xavier Manuel Pizarro Rodriguez, 17, at 1:10 a.m. in the 1100 block of Moro St. for aggravated robbery inflicting bodily harm, battery and aggravated assault while disguised to conceal his identity. Since his arrest he’s been released to another facility.

A 17-year-old from Manhattan was injured Friday in a crash near North Juliette Avenue and Humboldt Street.

Rhonda Higginbotham, 73, of Council Grove was driving a Chevy Equinox at 10:01 a.m. when she hit a Nissan Versa driven by Kipp Torres, 17. Emergency responders took Torres to Via Christi Hospital for treatment of his injuries.
