As KMAN reported earlier Thursday, Officers with the Riley County Police Department arrested Jonathan A. Turner, 25, of Portsmouth VA on a Riley County District Court Warrant for one count of Rape and six counts of Aggravated Criminal Sodomy with a child. Turner’s bond was set at $250,000 by the district court. Turner is currently confined at the Riley County Detention Center.
Riley County Attorney Barry Wilkerson told KMAN late in the day the alleged victim was under 14 years of age and the crimes reportedly occurred in 2013 in Riley County. Turner was picked up in Virginia by law enforcement authorities although the case was investigated by RCPD.

Officers with the Riley County Police Department arrested Tony R. Dugan, 36, of Leonardville, KS on a United States Federal warrant for the Manufacture of Methamphetamine. Dugan was released to agents from the U.S. Drug Enforcement Agency.
Dugan was also arrested by RCPD in October on the offenses of possession of methamphetamine with intent to distribute, possession of methamphetamine, possession of drug paraphernalia on a felony level, criminal use of a weapon, misdemeanor possession of drug paraphernalia and possession of marijuana.
A November 10th preliminary hearing was continued pending a decision on whether or not his case fell under state or federal jurisdiction.
James Cross with U-S Attorney Barry Grissom’s office tells KMAN Dugan was indicted by a federal grand jury that day on eight counts including Possession with intent to distribute meth, Conspiracy to distribute meth, Unlawful possession of a firearm in furtherance of drug trafficking and five counts of Unlawful possession of a firearm following a felony conviction.

Officers with the Riley County Police Department responded to Bluemont Hill in Manhattan to meet with a city employee. It was discovered an unknown person(s) painted all the letters on Bluemont Hill. Loss is estimated at $1,200. No arrests have been made and the case is currently under investigation.
