A Manhattan man has been arrested by Riley County Police on rape charges.
52-year-old Carlton Howard is being charged with 2 counts of rape and 1 count of criminal restraint, and 3 counts of indecent liberties with a child. The alleged victim is a girl under 14 years of age who knows the suspect.
According to RCPD the incidents have been taking place in the northeast section of Manhattan for the last 2 to 3 years, but went unreported until this month.
Bond has been set at $100,000.
