Riley County Law Enforcement Agency Law Board members heard high praise from CPA Carol McCullough, with Reese & Novelly at their Monday meeting. She described RCPD as professional and going the extra mile to be sure they have everything they need during the audit process.
McCullough adds there was only one adjustment to a re-classification–but that changed nothing with the basic audit, which she described as “excellent” and “great.” No action was required on tha matter, although there was some discussion about accrued hours allowed for employees, following the audit discussion.
Board Member Karen McCulloh brought up that concern Monday, during a brief discussion about the allowed accumulation of 320-488 hours of earned time for Riley County Police Department employees. RCPD Director Brad Schoen indicated it’s been that way since he was director. He admitted, while not causing any problems, he understood the concern.

Schoen said people would receive huge checks for unlimited accumulation as they would retire in Omaha, Nebraska, which caused financial hardships there. But he stresses that was with unlimited ability to cash in and he adds RCPD employees don’t retire all at once.

Video recordings of Riley County Law Enforcement Agency Law Board meetings will be handled differently in the future, with Board Member Wynn Butler asking for a change. Butler indicated his concern was prompted by a great deal of interest at last month’s meeting, when some strong comments were made from a member of the public that had been perceived as threats against another individual.
Riley County Police Director Brad Schoen indicated there had been some discussion about working with the city of Manhattan on the matter, as the meetings are televised and recorded in the city commission chambers and then providing a link on the city and Riley County Law Board websites. Currently the meetings are recorded but not put up on a public website.
The Riley County Police Department got some praise at Monday’s Riley County Law Enforcement Agency Law Board meeting. Board Chair Robert Boyd was talking about the case KMAN reported on early Friday morning, with several arrests made in connection with a methamphetamine bust in Riley and Clay Counties. Boyd described it as a well-developed case–and offered “kudos.”
