    Manhattan City Commission Discusses Feasibility Study

    It was night of approvals at Manhattan’s City Commission meeting.

    City administrators in Manhattan will soon be seeking qualified design teams to conduct a Parks and Recreation Facilities Feasibility study.

    Eddie Eastes, Director of Parks and Recreation, asked city commissioners for their approval to advertise a Request for Qualifications, from qualified design teams in architectural design and park planning services.

    The project will include preliminary design studies for three neighborhood recreation centers, a feasibility  study  to  determine  the  most  appropriate delivery  model  for  the  City  to provide  indoor  aquatics  facilities  and  programs, preparation  of  a  master  plan  for three renovated  athletic facilities  at  CiCo  Park and  preparation  of  a  master  plan  for  a community tennis complex.

    City Administration anticipates the study will require $125-150,000.00 to complete.

    Following Eastes’ presentation, commissioners solidified their support of the Wildcat Creek Watershed Resiliency Project.

    Flint Hills Regional Council, Community Development Manager Shelley Carver joined City Planner Chad Bunger to discuss the National Disaster Resiliency Competition Application due to be submitted on October 26th, following months of community involved planning and consideration.

    The competition is providing nearly $1 billion in funding to areas of presidentially declared disaster. Of which the state of Kansas is eligible to benefit from, following the 2011 flood event on Wildcat Creek.

    Commissioners approved resolution 102015-J and authorized Mayor Karen McCulloh and City Clerk Gary Fees to execute a Partnership Agreement with the State of Kansas.

    Keeping with the recent trend of rezoning and maintaining community planning progress, the commission discussed the rezoning of a site that is currently outside city limits.

    Assistant Director for Planning, Eric Cattell made the presentation of a first reading of ordinances annexing and rezoning several sites, including the proposed Lansdowne addition – a 3.2 acre tract of land located northwest of the intersection of Anderson Avenue and Christy Drive.

    The proposed annexation follows policy directions provided by the growth vision outlined by the Manhattan Urban Area Comprehensive Plan.

    Commissioner’s approved the first reading of the ordinance 5-0.

    In addition to the general agenda items, Mayor Karen McCulloh issued a proclamation for Veterans Day on November 11th.
