Officers listed Rebecca Topham, 44, of Manhattan as the victim when she reported an unknown suspect scammed her out of money by impersonating the IRS. Officers responded to the report of an injury accident near the intersection of Marlatt Ave. and College Ave. in Manhattan on June 6, 2018 at approximately 6:40 PM. When officers arrived on scene, they found a 2002 black Nissan X-Terra driven by Payton Goans, 17, of Manhattan had crashed. A passenger in the vehicle was transported to Via Christi for treatment of their injuries.
