Randall Flanagan, 24, of Manhattan was arrested while at the Riley County Police Department on August 7, 2018 at approximately 9:20 AM. Flanagan was arrested on a Riley County District Court warrant for failure to appear. Flanagan was issued a total bond of $8,000.00 causing him to remain confined at the time of this report.
