MANHATTAN, KAN. –
Officers filed a report for aggravated sexual battery in Manhattan on July 29, 2020, at approximately 12:04 PM. Officers listed a 20-year-old female as the victim and an unknown male as the suspect. Officers responded to the report of a non-injury crash near the intersection of Seth Child Rd and Fort Riley Blvd on July 29, 2020, at approximately 12:48 PM. When officers arrived on scene they found a 2016 Dodge Ram 1500 driven by Philippe Bissel, 53, of Manhattan had rolled into the ditch.
