    Officers filed a report for theft in the 400 block of South 4th Street in Manhattan on September 25, 2023, around 8:29 PM. Officers listed an 18-year-old male as the victim when he reported an unknown suspect took cash from his wallet. The estimated total loss associated with this case is approximately $500. Anyone with information can contact Crime Stoppers. Using Crime Stoppers allows you to remain anonymous and could qualify you for a cash reward of up to $1,000.

    Michael Westgate, 43, of Manhattan was arrested while confined in the Riley County Jail on September 25, 2023, around 11:03 a.m. Westgate was arrested on two Riley County District Court warrants for failure to appear. The original charges for the warrants were: possession of opiate, opium, narcotic, or certain stimulant and theft of property or services. Westgate was issued a total bond of $52,000 and was confined at the time of this report.

    Nicholas Seeman, 24, of Lincoln Nebraska was arrested after being transported to the Riley County Police Department on September 25, 2023, around 9:30 PM. Seeman was arrested on Riley County District Court warrant offenses of:

    • Rape; Offender is 18 or older and victim is < 14
    • Aggravated indecent liberties w child; Offender =>18 fondle child <14
    • Aggravated indecent liberties w/ child; Intercourse with child 14 < 16 YOA
    • Sexual exploitation of child; offender>18 employment of child<14
    • Indecent solicitation of a child; Sex act with a child >14<16
    • Aggravated indecent liberties w/ child; Intercourse with child 14 < 16 YOA
    • Aggravated indecent liberties w/ child; Intercourse with child 14 < 16 YOA
    • Aggravated indecent liberties w/ child; Intercourse with child 14 < 16 YOA
    • Criminal sodomy; With a child >14 YOA and <16
    • Criminal sodomy; With a child >14 YOA and <16
    • Sexual exploitation of a child; employment of child<18
    • Aggravated indecent liberties w/ child; Fondling a child 14<16 YOA
    • Aggravated indecent liberties w/ child; Fondling a child 14<16 YOA
    • Aggravated indecent liberties w/ child; Fondling a child 14<16 YOA

    The crimes were reported to RCPD in March 2023. Seeman was issued a total bond of $300,000 and was confined at the time of this report.
