    Damond Russell, 25, of Manhattan, was arrested at approximately 4:18 p.m. on Oct. 19, 2025 in the 600 block of 3rd Place in Manhattan on a Riley County District Court warrant for failure to appear. This arrest stems from original charges of domestic battery and possession of marijuana. Russell was issued a total bond of $20,000 and remains confined in the Riley County Jail at the time of this report.

    Officers responded to a report of an injury crash near 4th Street and Fort Riley Blvd at approximately 4:14 p.m. on Oct. 17. Upon arrival, officers found a 2011 GMC Terrain, driven by Chassity Rathke, 49, of Council Grove, struck a 2019 Mercedes driven by Tiffany Massenburg, 40, of Manhattan, head on in a turn lane. Both drivers were transported to Via Christi for injuries. No citations were issued.

    Officers filed a report of fraud at approximately 3:18 p.m. on Oct. 17 in Randolph. A 66-year-old man was listed as the victim when it was reported an unknown individual scammed him out of $25,000 worth of gift cards online.

    Officers filed a report of fraud at approximately 11:19 a.m. on Oct. 17 in Manhattan. A 70-year-old woman was listed as the victim when it was reported an unknown individual falsely identified themselves as a police officer and instructed them to purchase gift cards for missing jury duty. The estimated total loss associated with this case is $3,000.
