Officers executed a search warrant in the 700 block of Colorado Street in Manhattan at approximately 5:20 p.m. on Oct. 27, 2025. As a result, officers filed a report for distribution of opiate/narcotic/certain stim/heroin within 1000 feet of a school; possession of opiate, opium, narcotic or certain stimulant; use/possess with intent to use drug paraphernalia; possession of a depressant and possession of paraphernalia with intent to manufacture/plant/cultivate controlled substance. Joseph Fabre, 60, of Manhattan, was arrested at approximately 8:32 p.m. for distribution of opiate/narcotic/certain stim/heroin within 1000 feet of a school; possession of opiate, opium, narcotic or certain stimulant; use/possess with intent to use drug paraphernalia; possession of a depressant and possession of paraphernalia with intent to manufacture/plant/cultivate controlled substance. Fabre was issued a total bond of $40,000 and remains confined in the Riley County Jail at the time of this report.
Officers responded to a report of an injury crash near Bertrand Street and Manhattan Avenue at approximately 6:27 p.m. on Oct. 27. Upon arrival, officers found a 2022 Hyundai Santa Cruz driven by Larry Limbocker, 78, of Manhattan, struck Collin Rankin, 21, of Manhattan, when he was in the crosswalk. Rankin was transported to Via Christi Hospital for his injuries. Limbocker was issued a citation for failure to stop at a red light.
Officers filed a report of theft at approximately 5:29 p.m. on Oct. 27 in the 1100 block of Moro Street. A 23-year-old man was listed as the victim when it was reported his iPhone was stolen this past weekend. The total estimated loss associated with this case is $1,200.
Tristen Jepsen, 27, of St. George, was arrested at approximately 3:34 p.m. on Oct. 27 in the 1000 block of Seth Child Road on a Pottawatomie County District Court warrant for probation violation. Jepsen was issued a total bond of $5,000 and is no longer confined in the Riley County Jail.
Officers filed a report of sexual battery at approximately 3:08 p.m. on March 31 in Manhattan. Victims included a 42-year-old woman, a 38-year-old woman and a 27-year-old woman. Shawn Sinnott, 48, of Manhattan, was arrested at approximately 1:08 p.m. on Oct. 27 in the 1000 block of Seth Child Road for three counts of sexual battery. Sinnott was issued a total bond of $5,000 and is no longer confined in the Riley County Jail. Due to the nature of the crime reported, no additional information will be released.
