Joshua Downey, 29, of Manhattan was arrested on February 13, 2026, at approximately 8:20 a.m. on a Riley County District Court warrant for Probation Violation. This warrant stems from an original charge of criminal damage to property. Downey was issued no bond and remains confined in the Riley County Jail at the time of this report.
Officers responded to a report of an injury crash at the intersection of Fort Riley Blvd and S 10th St in Manhattan on February 13, 2026, at approximately 6:37 p.m. Upon arrival officers found a a bicyclist, Austin Rowzer, 32, of Manhattan, crashed into a 2006 Hyundai Sonata, driven by Asia Arceneaux, 24, of Manhattan. Rowzer was transported by Riley County EMS to Via Christi Hospital for treatment of major injuries.
Officers filed a report for aggravated domestic battery, aggravated kidnapping, aggravated intimidation of a witness/victim, theft, battery, criminal damage to property, and endangering a child in Manhattan on February 14, 2026, at approximately 7:01 a.m. A 43-year-old female, a 24-year-old female, a 7-year-old male and a 2-month-old female were listed as the victims and a 29-year-old male was listed as the suspect. Tyrell Harper, 29, of Manhattan was arrested for aggravated domestic battery, aggravated kidnapping, aggravated intimidation of a witness/victim, theft, battery, criminal damage to property, and endangering a child. Harper was issued a total bond of $75,000 and remains confined in the Riley County Jail at the time of this report. Due to the nature of the crime reported, no additional details will be released.
Officers filed a report for robbery in the 700 block of Allison Ave in Manhattan on February 14, 2026, at approximately 10:01 p.m. A 58-year-old male was listed as the victim when it was reported a 53-year-old female and a 33-year-old male took his wallet and U.S. currency. The estimated total loss associated with this case is approximately $2,100.
