A bill co-sponsored by multiple Kansas representatives refers to homosexuality as an extension of a religious belief and would introduce a new definition for same-sex marriages. The bill was sponsored by 62nd district Rep. Randy Garber and co-sponsored by 39th district Rep. Owen Donohue, 51st district Ron Highland of Wamego and a number of others. City of Manhattan Public Works crews patched 2,502 potholes in January 2019. That’s up over 2,400 from January 2018’s total of 94 patched potholes. But that’s an improvement from January 2017, according to city engineer Brian Johnson. He says they patched 3,961 potholes in January 2017. According to Johnson, that’s specifically related to the amount of precipitation as well as repeated freezes. According to the National Weather Service, Manhattan saw 0.73 of precipitation in January 2019, 0.51 inches in 2018, and 1.45 inches in 2017. Officers filed a report for indecent liberties with a child and unlawful transmission of visual depiction of a child in Manhattan on February 13, 2019, at approximately 8:40 AM.  Officers listed a 14-year-old female as the victim and a 14-year-old male as the suspect.  Due to the nature of the crime reported, no further information will be released. The Riley Cemetery has sustained thousands of dollars in damage after what’s being described as an act of vandalism. An unknown vehicle drove through the cemetery sometime between the evening of February 4 and  February 6, tearing ruts in a 25 by 150 feet long portion of the lawn. A photo was published in the Riley Countian Newspaper Wednesday. Riley Cemetery Board President Jeff Holmes says that no headstones were damaged, but that the ruts in the lawn could cost about $2,500 to repair. TOPEKA — A top election official has told Kansas lawmakers that a database that checks if voters are registered in multiple states hasn’t been used since 2017 and won’t be used again this year. Kansas elections director Bryan Caskey said Tuesday his office under former Kansas Secretary of State Kris Kobach also chose not to make $20,000 in security upgrades to the Interstate Voter Registration Crosscheck Program it administers. The Topeka Capital-Journal reports Caskey told the House Elections Committee that Secretary of State Scott Schwab has ordered a review of Crosscheck to determine whether to entirely abandon it. LAWRENCE — Lawrence city commissioners appear open to a proposal to significantly reduce the fines for possession of small amounts of marijuana in the city. During a work session Tuesday, the commission reviewed a draft ordinance that proposed reducing the minimum fine for possessing 32 grams or less of marijuana from $200 to $50 for first-time offenders. The Lawrence Journal-World reports commissioners indicated they were interested in reducing the fine to $1 for first- and second-time offenders. Court costs would remain $63.
