TOPEKA — The Kansas law that makes it a crime to grope, rub or touch others in a sexual manner without their consent doesn’t apply to spouses. State lawmakers are moving to eliminate the problem after the same fix failed last year. Officers filed a report for theft in the 1800 block of College Avenue in Manhattan on February 4, 2020, at approximately 3:10 PM. Officers listed a 73-year-old female as the victim when she reported an unknown suspect took her purse and contents inside. Manhattan officials are exploring performing a study of housing costs, conditions and suitability in the region at an estimated price tag of $95,000. City administration hopes to recruit the services of a contractor who can collect objective data on the housing market, identify issues and help craft future housing policy with public input. Officials cite the results of Manhattan’s most recent community survey, which found 50 percent of respondents expressed some level of dissatisfaction with housing in the city, as part of the driver behind pursuing this study. The Kanas State University Police Department has identified a suspect in an incident of lewd and lascivious conduct. Police responded to the report on Wednesday, Jan. 29, at the K-State Student Union in a men’s restroom. This investigation is ongoing and no additional information is being released at this time. Former President of Colombia and winner of the 2016 Nobel Peace Prize Juan Manuel Santos delivered the first Landon Lecture of the year Tuesday. His lecture, named “From Hawk to Dove,” was delivered in front of a packed Forum Hall in the K-State Student Union and reflected on Santos’s experiences with war and peace and, at times, waging war to bring about peace. A new proposal in the Kansas legislature, Senate Bill 294, is drawing criticism from the Riley County Commission. The bill, if approved, would add additional prerequisites to the county budgeting process, which in the commission’s eyes, would add additional costs and even affect how they budget their services. KANSAS CITY, Kan. — Police say a person suspected of breaking into a Kansas City, Kansas, home has been fatally shot by the home’s occupant. The Kansas City Star reports that the shooting happened around 1 a.m. Saturday, when someone called 911 to report the shooting. Arriving officers found a male who had been shot at the home. He was declared dead at the scene. Police spokesman Officer Jonathon Westbrook says a preliminary investigation seems to show that an occupant of the home confronted, then shot, a person suspected of breaking into the home. No charges were announced Saturday.
