TOPEKA — A Kansas judge has ruled that a Topeka man who donated sperm so two women could have a baby together isn’t legally the child’s father and doesn’t have to provide financial support. The state Department for Children and Families had not decided as of Tuesday whether it would appeal last week’s ruling by Shawnee County District Judge Mary Mattivi. The department sought to force William Marotta to pay child support for the girl born in December 2009. Marotta answered a Craigslist ad from the same-sex couple. Officers with the Riley County Police Department arrested Aaron Finch, 29, of Manhattan on Monday at approximately 4:15 p.m. while at the Riley County Police Department. Finch was arrested on a warrant from Ellis County with the offenses of distributing a hallucinogenic or marijuana and no Kansas drug tax stamp. He was given a bond of $50,000 and at the time of this report, he was confined at the Riley County Jail. GARDNER — Motion-activated cameras intended to capture images of mountain lions in a Kansas park have instead snapped pictures of pranksters dressed as animals, monsters and Santa Claus. Police said they found the images on the two cameras at the park in Gardner on Monday. Interspersed among images of skunks and coyotes were photos of people wearing costumes pretending to be lions wrestling, a gorilla, various monsters and an old person with a walker. TOPEKA — Former Manhattan Mayor and Federal Judge Richard Rogers has died. Rogers was a decorated war veteran who served in both chambers of the Kansas Legislature before spending 40 years as a federal judge. He was 94. Rogers died Friday evening at a Topeka care center. Stewart Funeral Home in Wamego confirmed he died of natural causes. Rogers was born Dec. 29, 1921, at Oberlin in northwest Kansas and moved with his family to Wamego when he was in the first grade. WICHITA — A female student says Kansas State University’s failure to investigate the rape of another woman allowed the same alleged assailant to sexually assault her. The accusations were in court documents filed Monday seeking to add Crystal Stroup to a lawsuit against the university by Sara Weckhorst. The Associated Press typically does not name alleged rape victims, but their attorney said both women wanted to be identified. Stroup says she was raped in 2015, while Weckhorst said she was attacked in 2014. If the court agrees to add Stroup to the lawsuit, she will be the third woman to…

The city of Manhattan continues to trend upward on sales tax collections according to the newly released November sales tax report. The numbers came in late Monday afternoon from director of finance Bernie Hayen. For November of 2016, Manhattan has collected $1,033,811 in revenue. Hayen says Manhattan continues to “inch along” as sales tax collections on the year are 2% ahead of last year, as well as $100,000 ahead of 2016’s budget projections.
A resolution endorsing improvements in public school funding was well-received by intergovernmental leaders during a luncheon meeting Monday. Manhattan City Manager Ron Fehr who helped put the document together, admits it’s somewhat unusual for the group to take action of this type. The receiving of more federal impact aid, a second military county date, and a new school finance formula are all part of a resolution endorsed by the intergovernmental group. An Alma man died in a Johnson County accident this past long holiday weekend. Nicholas Herren, 21, was driving a 2004 Toyota Tacoma eastbound on K-10 about a half mile west of Cedar Creek Parkway when he lost control and entered the median sideways. The Toyota rolled and landed on its wheels in the north ditch of the westbound lanes. Herren died in the accident, reported shortly after four p.m. Sunday. A 22-year-old passenger in the vehicle, Ryan McMahon of California was taken to the Overland Park Regional Hospital. Both had seat belts on.
Emergency crews responded to a vehicle collision at the intersection of Seth Child Road and Southwind Road on Friday. Officers on scene found that a 2001 Pontiac Grand Prix, driven by 29-year-old Timothy Kaucich, of Paxico, was in the process of turning west onto Southwind Road when it was involved in a collision with a southbound 2001 Chevy Cavalier, driven by 29-year-old Lauren Brandon, of Manhattan. As a result of this collision, both Kaucich and a passenger in his vehicle, 23-year-old Abigail Wagner, also of Paxico, were transported to Via Christi Hospital by Riley County EMS.
