TOPEKA, Kan. (AP) The Kansas Senate has passed four bills aimed at increasing government transparency but rejected a proposal to open officials’ private emails about government business to public scrutiny. Senators passed all four bills unanimously Thursday. One would limit government fees for producing records, and another would increase lobbyist disclosures about their funding. A third requires the Legislature to provide live Internet audio of some committee meetings, starting in 2016. A fourth preserves existing open records exceptions. During the arraignment, Judge Elder explained both of the crimes Arand is accused of committing, which included unlawfully and intentionally killing a human being, as well as unlawfully and maliciously killing or torturing an animal. Fake Patty’s Day was still a topic of discussion during Thursday’s Riley County Commission meeting, as Riley County Police Department Director, Brad Schoen had not yet weighed in on the events that occurred. The holiday was celebrated in Manhattan nearly two weeks ago, but Schoen shared some positive news regarding trends.  The official FPD statistics won’t be released until the county law board meeting on Monday.  However, Schoen told commissioners many of the numbers were down from previous years. Bond has been set at $100,000 for a 22-year- old Manhattan man, arrested by Riley County Police Wednesday on a warrant from Midland County,Texas. Issac Beverly was taken into custody in the 2200 block of Kimball Avenue at about 5:30 p.m. Wednesday on the probation violation arrest warrant from Texas. The  warrant stems from an original felony charge of “burglary of a habitation.” ### Riley County Police are investigating a reported sexual battery.
