TOPEKA, Kan. (AP) The Kansas Insurance Department says it needs to raise fees on insurance companies because its long-term cash flow is uncertain. The department says its regulatory fund is depleted because legislators and Gov. Sam Brownback’s administration has repeatedly used the money for other purposes. Zachary Anshutz, assistant commissioner of insurance, says the regulatory fund is likely to be down to $200,000 in December, if revenues don’t improve. TOPEKA, Kan. (AP) A Kansas Court of Appeals judge is scheduled to go before a Senate committee to discuss the judicial branch and recommendations to solve ongoing budget issues. Judge Patrick McAnany is set to testify Monday before the Senate Judiciary Committee as it considers several bills to improve efficiencies in the court system, with a goal of closing a projected $8.25 million shortfall in the judicial budget for next year. OKLAHOMA CITY (AP)   Oklahoma State freshman guard Stevie Clark was arrested early Sunday morning on suspicion of outraging public decency, a spokesman for the Stillwater jail said. Clark was arrested at 12:46 a.m. and has since been released from custody. Clark also was arrested on Jan. 1.  An Edmond police spokesman said Clark was a passenger in a vehicle that was pulled over for a seatbelt violation.  Police discovered marijuana in the vehicle and arrested Clark and the driver on possession of marijuana complaints.  Clark, who is averaging 5.3 points and 2.7 assists per game for the Cowboys, already…

WICHITA, Kan. (AP) Kansas is supporting Hobby Lobby in its fight to challenge the Affordable Care Act’s requirement that employers cover emergency contraceptives. The Wichita Eagle reports the Kansas Attorney General’s Office filed a brief with the U.S. Supreme Court in support of Hobby Lobby Inc., an Oklahoma-based arts and crafts retail chain. Hobby Lobby’s founder and CEO David Green objects to the regulation based on his religious principles. Attorney General Derek Schmidt says in a statement that the issue is religious liberty. KANSAS CITY, Kan. (AP) A Wyandotte County jury has awarded four former Kansas Gas Service employees more than $900,000 after deciding they were discriminated against based on age when they were fired for sharing emailed porn. The Kansas City Star reports the case began when KGS discovered pornographic materials had been shared in the company email system. Ten workers were fired among 52 employees who received the emailed obscene materials.
