City Manager Ron Fehr announced Monday that Public Works Director Dale Houdeshell will be leaving his position with the City of Manhattan to become the Director of Public Works for the City of Clayton, Missouri. The Manhattan Fire Department was dispatched to 820 Colorado Street, around 9:45 p.m. Sunday, for a report of a structure fire. Upon arrival, crews found a two story apartment building with smoke and fire visible in the rear. The fire reached a second alarm before it was contained within 20 minutes. There were five fire apparatus and 17 firefighters that responded to the fire. The last units cleared the scene at around 2:15 a.m. Despite temperatures being just above zero, no injuries or weather related issues were reported. Additional details were released Monday. Luke Johnson, 50, of Manhattan reported he was battered and suffered a cut to one of his fingers in the process of attempting to take a knife away from the suspect. Tyler Lockett tied a K-State bowl record with three receiving touchdowns to lead K-State to a 31-14 win over Michigan in the 25th Buffalo Wild Wings Bowl. The win snapped a five game bowl losing streak for the Wildcats, who hadn’t won a bowl game since the 2002 Holiday Bowl. TOPEKA, Kan. (AP) The Kansas Court of Appeal has ruled that the state’s top water regulator doesn’t have power to reduce a landowner’s water rights once a permit has been issue. The Lawrence Journal-World reports that this month’s decision could limit the state’s ability to conserve water resources in the dwindling Ogallala Aquifer. In the ruling, the appeals court also found that the chief engineer of the Division of Water Resources may require farm irrigators to install costly metering equipment on their wells to ensure compliance with their permits. Update-Monday morning News of power outages in Manhattan caused a panic for local residents, as the problem began just before the K-State football team kicked off for the bowl game in Arizona. The problem seemed to be an underground switch, but residents woke up on Sunday morning to find their power was out yet again. Westar Representative, Gina Penzig explained the reasoning behind the second outage involved a failing breaker at a sub station. SALINA, Kan. (AP) A man and woman have been arrested in the death of a 3-month-old baby boy at a Salina home. The Salina Journal reports that officers were called to the home Thursday night to investigate a report of an unresponsive child. Police Lt. Sean Morton said the child was pronounced dead, and a man and woman were taken into custody for questioning. He wouldn’t say if the adults were the child’s parents. A police news release says the results of an autopsy conducted Friday are pending, but police are investigating the death as a homicide.

GARDEN CITY, Kan. (AP) Kansas health officials are investigating an outbreak of gastrointestinal illness among patrons of a Garden City restaurant. The state and Finney County health departments said more than 110 cases of the illness were reported as of Friday among people who ate food from a Jimmy John’s Gourmet Sandwiches restaurant. Authorities are asking anyone who ate food from the Garden City Jimmy John’s between Dec. 10 and Dec. 24 to complete a survey, even if they did not get sick. An enrollment cap and increased tuition could be the future of Kansas State University. According to President Kirk Schulz, the lack of funding from the state level could be heading the school in just that direction. “Investment in high education is going to yield a lot more in the state in the long run, but you have to put in those dollars,” said Schulz.
