TOPEKA, Kan. (AP) A private contractor from Kansas is appealing his sentence for trying to smuggle $150,000 from Afghanistan to his ex-wife in the U.S. in what the government contends was part of a larger kickback scheme. The attorney for Donald Gene Garst filed a notice of appeal Tuesday from the court order accepting the guilty plea. He is also appealing last week’s prison sentence of 2 .5 years and more than $52,000 fine. TOPEKA, Kan. (AP) A Senate committee has delayed action on a proposal to redefine how Kansas determines how schools are awarded funds for students at risk of failure. Other issues on Wednesday’s calendar for the Senate Education Committee kept members from working the bill. Concerns about a major winter snow storm heading across Kansas forced debate until early next week. Currently districts receive additional state funds based on student qualification for free or reduced-priced lunches. Fire has been reported at the Kirby House Restaurant in Abilene. The restaurant reportedly closed early Wednesday because of winter storm concerns, so no one was present when the fire was reported. Kirby House was originally a mansion built nearly 130 years ago by Thomas Kirby, who was a banker. It has become a popular restaurant over the years. Firefighters were on the scene Wednesday evening.

In response to the predicted severe winter weather conditions for this evening and tomorrow, City Hall and all City of Manhattan facilities will be closed to the public on Thursday, February 21, 2013.
