TOPEKA, Kan. (AP) — The operator of a pipeline that spilled about 14,000 bathtubs’ worth of heavy crude oil into a northeastern Kansas creek said Friday that it has permission from U.S. government regulators to reopen the repaired segment where the rupture occurred. Canada-based TC Energy did not say exactly when it would reopen the section of its Keystone pipeline system from Steele City near the Nebraska-Kansas border to Cushing in northern Oklahoma. WICHITA, Kan. (AP) — A former Kansas state lawmaker was found guilty by a federal jury Wednesday of 12 felonies for lying on applications for federal COVID-19 relief. Federal prosecutors said Wichita Republican Michael Capps, 44, filed forms inflating the number of employees he had at two businesses and a sports foundation, and then applied for loans to pay the nonexistent employees. A federal grand jury indicted Capps in September 2021 and he pleaded not guilty. The Kansas Attorney General’s Office says a Kansas man has been sentenced to one year in jail and one year of probation on six criminal charges tied to autopsy services he provided in Wabaunsee County. Shawn Parcells, who has held residences in Leawood and Topeka, was sentenced Tuesday by Wabaunsee County District Court Judge Jeffrey Elder for three counts of misdemeanor criminal desecration, to be served concurrently, and three counts of felony theft. Judge Elder ordered the sentence for the three theft counts to be served concurrently with his 69-month federal prison sentence on a related felony wire fraud conviction.…
