Petersen, a Manhattan man, is now in the second week of his trial in Riley County District Court. He is charged with 64 counts of sex crimes, ranging from rape to aggravated sexual battery to aggravated criminal sodomy, against 19 women. A Manhattan woman was arrested Friday morning on two Riley County District Court warrants for failure to appear. Police say 33-year-old Tiffany Ryals has past warrants stemming from charges including aggravated assault, three counts of battery on a law enforcement officer, interference with law enforcement, criminal trespass and possession of drug paraphernalia. An amended online criminal complaint shows the alleged incidents are from October 2024. Ryals was given a $50,000 bond and remains in custody. Ryals has been arrested multiple times over the last few years. Click here for more local news.
Riley County police are investigating two separate cases of check fraud reported Saturday in Manhattan. The first incident was reported by an 84-year-old man who told police someone stole a check, altered it and forged another, leading to losses of more than $8,400. A little more than an hour later, officers took a second report at Fidelity State Bank and Trust, after a 77-year-old man reported a stolen check was cashed, causing losses of over $2,300. Chanel Toliver, 38, of Junction City, was arrested on August 17, 2025, at approximately 10:15 p.m. on a Riley County District Court warrant for probation violation. Toliver was issued no bond and remains confined in the Riley County Jail at the time of this report. The Dickinson County Sheriff’s Office has arrested an Enterprise man on child exploitation charges. Following tips from the National Center for Missing and Exploited Children, 38-year-old Ryan Roth was arrested Thursday on a warrant for aggravated internet trading in child pornography and sexual exploitation of a child. Authorities issued a search warrant at a home in the 500 block of Court Street in Enterprise back in April, which began the investigation. Roth is being held in the Dickinson County Jail on a $250,000 bond. Click here for more Dickinson County news.
The RCPD reported 18 incidents and nine arrests in Manhattan over the weekend. Officers arrested 28-year-old Halloween Cruz Reyes of Manhattan early Sunday in the 200 block of S. 11th Street for driving under the influence, his third conviction in 10 years. He also faces charges of interference with law enforcement, driving while suspended, and violating license restrictions. His bond was set at $1,500. Another DUI arrest occurred just after midnight Sunday, when Kansas State University Police arrested 25-year-old Greyson Brian Hardesty of Salina on Mid-Campus Drive. He was issued a $750 bond. The RCPD logged a series of arrests and incidents in Manhattan on Aug. 15 and 16. Among the arrests, officers took 21-year-old Jeremiah Anthony Gooch of Manhattan into custody in the 1100 block of Moro Street Friday night on a warrant for failure to appear. He was issued a $750 bond. Earlier in the day, 40-year-old Julia Marie Hamling of Junction City was also arrested on a warrant for failure to appear at RCPD headquarters, with her bond set at $750. Detective Daniel Todd was part of the investigation into Petersen, and told the jury and Riley County District Court Judge Grant Bannister that records he requested for the alleged victims, with their consent, could not be found by the new custodian of those records.
