Information from the Associated Press Officials say a faulty weld at a bend in the Keystone oil pipeline contributed to the Dec. 7 oil spill in Washington County, that dumped nearly 13,000 barrels of crude oil into nearby Mill Creek. Canadian-based TC Energy said Thursday the flawed weld caused a crack that then grew over time because of the stress on the bend which travels through rural pastureland. A Manhattan teenager who allegedly started a fire at a Manhattan High School restroom last fall was arrested by police Wednesday. According to the Riley County Police Department, 16-year-old Jason Lucas was charged with aggravated arson, for his alleged involvement in setting a bathroom soap dispenser on fire during school hours on Nov. 28. He was additionally charged Wednesday on new counts for possession of marijuana, drug paraphernalia and possession of an electronic cigarette by a minor. Lucas was transported to the North Central Kansas Regional Juvenile Detention Facility in Junction City.

At their meeting Tuesday, the Manhattan City Commission discussed a proposed ordinance consolidating the Social Services Advisory Board and the Special Alcohol Funds Advisory Committee into one board The new Community Support Funds Advisory Board would be one entity that recommends funding allocations from dissolved boards’ budgets. Commissioner Linda Morse says she has concerns about the commission’s intentions. Commissioners Wynn Butler and John Matta disagreed and shared their reasoning. No action was taken on the proposal, but a tentative timeline indicates a first reading of the ordinance at the commission’s February 21st meeting.

TOPEKA, Kan. (AP) — Five Topeka police officers will not face charges after shooting and killing a man who rushed them with a knife last year, Shawnee County District Attorney Mike Kagay. Kagay said on Tuesday that Kansas Bureau of Investigation officers found Topeka police justifiably believed that Taylor Lowery, 33, was a danger to them and the public during the confrontation on Oct. 13 in a Kwik Shop parking lot.
