ANDOVER, Kan. — A 46-year-old Kansas man was shot and wounded by a police officer Saturday after he brandished a gun outside a convenience store. The Kansas Bureau of Investigation said the 46-year-old man from Dodge City, Kansas, was shot Saturday afternoon outside a Kwik Shop in Andover in south-central Kansas. Authorities said the man was shot by an Andover police officer after a verbal exchange between officers and the man. INDEPENDENCE, Kan. — Police have arrested an 18-year-old man in the Friday deaths of two men in southwestern Kansas. KSNT reports that the Kansas Bureau of Investigation and Independence police served an arrest warrant Sunday night at the Labette County Jail to 18-year-old James Gofourth, of Independence, who was already in the jail on a separate case. The arrest warrant accuses Gofourth of two counts of first-degree murder in the deaths of 27-year-old Tyler Cook and 24-year-old Rodricus Dawson, and one count of attempted first-degree murder for injuring a 27-year-old Independence woman, who remains hospitalized. TOPEKA, Kan. — Leaders of a high school in Topeka, Kansas, are considering how the community should react to a report that the man the school is named for was a chief officer of the Ku Klux Klan in the early 20th century. The Seaman High School newspaper reported last week that Fred Seaman, a prominent Kansas education figure, was an exalted cyclops in the KKK. Tristan Fangman and Madeline Gearhart, co-editors of The Clipper, said someone provided a newspaper clipping to their history teacher about Seaman. TOPEKA, Kan. — Kansas is seeing an average of more than 700 new coronavirus cases a day, and a county in the northwestern part of the state had proportionally the nation’s largest increase over two weeks. The state Department of Health and Environment reported Monday that Kansas had 2,113 new confirmed and probable novel coronavirus cases since Friday to bring the pandemic total to 72,968. TOPEKA, Kan. — A coronavirus outbreak has killed 10 residents in a nursing home in a northwestern Kansas county that already had proportionally the nation’s largest increase in cases over two weeks. The health department in Norton County reported Monday night that all 62 residents and an unspecified number of employees at the Andbe Home in Norton had tested positive for the novel coronavirus. Road construction is set to begin on K-99 from Frankfort to Wamego on Wednesday. Two crews from Shilling Construction will be working on the 4.5-million-dollar mill and overlay project. The portion of the project in Frankfort is expected to be finished in a week while the remaining parts of the project will continue as weather permits. The project is expected to be completed in spring of 2021. Work will occur during the daylight hours and motorists should expect up to 15 minutes of delay. Update on officer-involved shooting Dennis Butler, Riley County Police Department director, gave the Riley County Law Board an update Monday on an investigation of an officer-involved shooting that occurred earlier this month. The Lawrence Police Department began a third-party investigation earlier this month after two RCPD officers reportedly shot Jarred Kemp, 41, of Manhattan, who was allegedly threatening his family member with a gun. Riley County is expecting greater numbers for voter turnout and voting by mail this election. Speaking to the Riley County commission, County Clerk Rich Vargo says he was wrong when he predicted over 10,000 vote by mail applicants.  Instead, that number will be closer to exceeding 12,000 applications, as the county has already received 11,667.  The clerk’s office will keep accepting those applications until Oct 27. For advanced voting in person, Vargo says they have already had 1,204 people vote since opening on Wednesday, Oct 13. Vargo and the commission were surprised at the high turnout in only four days.…
