One Manhattan man has been arrested in connection with an incident last November. According to the Riley County Police Department, officers responded to a report of robbery and kidnapping on November 9, 2019. Officers reported a 29-year-old male and 32-year-old male pointed a gun at the 30-year-old victim and demanded money and his phone. Around 2 P.M. on August 26, 2020, 32-year-old Joseph Trevail of Manhattan was arrested on a warrant in connection with the incident. Trevail was arrested for aggravated robbery and aggravated kidnapping. His bond was set at $150,000 Trevail remains confined at this time.

TOPEKA, Kan. — Kansas has reported the highest seven-day jump in new COVID-19 cases since the state confirmed its first positive case, but the death rate is decreasing. The state Department of Health and Environment said Wednesday that Kansas saw another 1,536 confirmed and probable cases since Monday, an increase of 4%. The total since the pandemic began is 39,937. The two-day increase in reported coronavirus cases gave Kansas its biggest seven-day spike in new cases since the pandemic reached the state in early March. LAWRENCE, Kan. — Local health officials have ordered residents of 10 University of Kansas fraternity and sorority chapter houses to quarantine for two weeks following a coronavirus outbreak on campus. The Lawrence-Douglas County Public Health Department announced the 14-day quarantine order in a news release Wednesday night. The department says contact tracing shows residents in the Greek houses were most likely to have come in close contact with some of the more than 200 students who have tested positive for the coronavirus. The university opened its fall semester on Monday with in-person classes.

Riley County has seen a steep increase in COVID-19 cases in the last week and a half, but public health officials say the majority are experiencing mild symptoms. Riley County reported Wednesday 68 new positive tests and one recovery since Monday’s release. That makes 290 active cases, up from 153 in the week since Wednesday, August 19. Overall, 674 novel coronavirus infections have been confirmed in the county. Of those, 379 recoveries have been reported — up from 374 on August 19 — and five county residents have died. BELLE PLAINE — Gov. Laura Kelly has renominated a federal public defender to the Kansas Court of Appeals despite his initial rejection by the Republican-led state Senate. The Democratic governor said Monday that Carl Folsom III is undoubtedly the most qualified person for the job, citing his experience, passion for the law and understanding of how it affects people’s daily lives. Folsom would fill the vacancy created by the retirement of Appeals Judge Steve Leben. Kelly told reporters that some state senators said they regret their earlier action and that she expects Folsom to be confirmed this time.
TOPEKA — A Kansas officials says the state has improved the foster care system in response to a scathing federal report and the settlement of class-action lawsuits. Laura Howard, secretary of the Kansas Department for Children and Families, testified Tuesday in the first of a series of hearings state lawmakers are holding to discuss the foster care system. A federal report last month found, among other things, that the DCF didn’t comply with safety standards in 24 of the state’s 31 group homes. NEWTON, Kan. — Amtrak passengers in Kansas will see reduced service starting in October as part of the rail service’s nationwide cutback in routes in response to the coronavirus pandemic. Amtrak plans to cut service on nearly all of its long-distance trains to three times a week. Beginning Oct. 12, the Southwest Chief will leave Chicago on Monday, Thursday and Saturday. The train will leave Los Angeles on Tuesday, Thursday and Saturday. The train serves travelers in Lawrence, Topeka, Newton, Hutchinson, Dodge City and Garden City in Kansas.
