WICHITA — A federal jury has sided with the operator of a Wichita abortion facility who contended she had reasonable grounds to seek a protection-from-stalking order against an abortion protester. The verdict returned Tuesday follows a seven-day trial in the lawsuit filed by anti-abortion activist Mark Holick against clinic operator Julie Burkhart. The lawsuit stems from anti-abortion protests in 2012 and 2013 in front of Burkhart’s home and neighborhood. She got a temporary protection-from-stalking order against Holick that was dismissed two years later. He then sued her. Jurors found Holick failed to prove his claim for malicious prosecution. HILLSBORO — A Kansas City, Missouri, company that specializes in turning around financially distressed hospitals is seeking to buy a rural central Kansas hospital that is in bankruptcy. KCUR-FM reports that Rural Hospital Group is proposing to buy Hillsboro Community Hospital for $6.9 million. It appears to be the only bidder so far. The 15-bed hospital about 50 miles north of Wichita was placed in receivership in January and then in bankruptcy in March after its previous owner defaulted on its bills and other financial obligations. Manhattan is considering amending laws on smoking and vaping in public areas as well as in stores that market the wares. The Manhattan City Commission Tuesday discussed combining regulations on the use of e-cigarettes and ordinary cigarettes under the same ordinance, requested by the Flint Hills Wellness Coalition in January. As it was a work session, they held no official vote. Riley County Health Department Director Jennifer Green says vaping has doubled among high school students in Riley County in the past year. TOPEKA, Kan. (AP) — Kansas has seen a big jump in syphilis cases over the past five years and a spike in the number of infants born with the sexually transmitted disease. The federal Centers for Disease Control and Prevention reported Tuesday that Kansas reported 152 cases of primary and secondary stage syphilis in 2018, compared with 60 in 2013. The increase was 153%. The rate of cases per 100,000 residents grew to 5.2 in 2018 from 2.1 in 2013. Kansas had eight cases of newborns being born with syphilis in 2018. Kansas State University has hired its first chief enrollment officer to lead a multi-year strategic plan aimed at turning around the school’s ongoing enrollment declines. Dr. Karen Goos was appointed Tuesday as vice provost for enrollment management following a national search. K-State Provost and Executive Vice President Dr. Charles Taber says Goos will begin her new job Nov. 18. Taber in a release touted Goos for her strong background in enrollment management which includes experience in domestic and international student recruitment, financial aid, registration and transfer enrollment. (AP) — A Missouri judge has ordered the extradition of a suspect in a Kansas bar shooting that left four people dead and five wounded, while the search continues for a second suspect. Court records show that the judge issued the order Tuesday after 23-year-old Javier Alatorre waived his right to fight being returned to Kansas. OVERLAND PARK, Kan. (AP) — The second largest city in Kansas has passed an ordinance banning discrimination based on sexual orientation or gender identity. KCUR reports that the city council in the Kansas City suburb of Overland Park passed the measure Monday with a 10-1 vote. The new ordinance prevents residents and employees from being denied housing, employment or services from businesses because of sexual orientation or gender identity. Backers were overjoyed.
