TOPEKA, Kan. (AP) A 40-year-old Topeka man has been charged with first-degree murder over the January 2012 shooting of a local developer described as a friend and business partner. Monroe Lockhart also faces a felony arson charge in a complaint filed yesterday in Shawnee County District Court by District Attorney Chad Taylor.
