Intergovernmental Leaders Examine Legislative Matters

A fee to register property bought on a mortgage is at issue, with Riley Couny Counselor Clancy Holeman presenting the county’s viewpoint at an intergovernmental meeting Monday. Holeman warns it could cost the county an equivalent of close to a million dollars if repealed, but those who want to do away with the fees, including bankers and realtors, have plenty of financial backing to push their cause.

Strangely enough pedicures came up during the discussion, with Holeman telling the group of methods used to influence lawmakers. Holeman says the Wichita Eagle is reporting the financial resources of the two groups are substantial–and while Holeman says the associations are legitimately using those financial resources, but some of the methods are a bit more interesting.

The “Wichita Eagle” recently reported on the payment of “about 200 breakfasts, lunches and dinners with lawmakers, and the occasional plaque or pedicure.”

Holeman addressed the group not only about the mortgage registration fee item, but other legislative items of interest such as the possible reduction of motor vehicle tax receipts, and changes of the Court of Tax appeals.

Holeman talked about the importance of governmental groups working together on such items of legislative interest.

One suggestion came from Manhattan City Commissioner Karen McCulloh, who said while local legislators seem supportive, it might be good to approach the Flint Hills Regional Council as legislators in other counties may not be as supportive

The intergovernmental group Holeman addressed Monday includes representatives not only of Riley County, but also the city of Manhattan, USD 383, Kansas State University, Manhattan Area Chamber of Commerce, and Fort Riley.

The next intergovernmental meeting for the Manhattan area will be January 27th, with the city of Manhattan hosting this year. Riley County just completed its year of hosting.

Other members of the group are USD 383, Kansas State, and Fort Riley.
