    The following summary of calls for service/reports filed by the Riley County Police Department is a portion of those received by police. Some names, addresses, and case details are withheld to follow local, state, and federal law and in an attempt to protect community members from being victimized further. Those arrested are presumed innocent until proven guilty in a court of law.

    MANHATTAN, KAN. – 

    Officers filed a report for criminal damage to property in the 500 block of N. Manhattan Ave. on September 16, 2022, around 10:45 a.m. A 21-year-old male was listed as the victim when it was reported the rear window of his car was smashed in. The estimated total loss associated with this case is approximately $500. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

    Charles McMullen, 55, of Ogden was arrested on September 16, 2022, around 8:00 p.m. on rape and sexual battery charges in connection to two incidents involving separate Riley County women. McMullen is charged with one count of rape in connection to a September 2, 2022, incident involving a 58-year-old female victim. He is also charged with an additional count of rape and two counts of aggravated sexual battery in connection to a July 5, 2022, incident involving a 51-year-old female victim. Both victims were known to McMullen. McMullen remains confined in the Riley County Jail on a total bond of $500,000. Due to the nature of these crimes, no further information will be released.

    Officers filed a report for aggravated assault, domestic battery, and intimidation of a witness or victim in Manhattan on September 16, 2022, around 10:15 p.m. A 34-year-old male was listed as the victim when it was reported a 33-year-old female slapped him and threw a knife at him. No injuries were reported. Kelsey Fenner, 33, of Manhattan was arrested in connection for aggravated assault, domestic battery, and intimidation of a witness or victim. Fenner was issued a total bond of $$9,000 and is no longer confined at the time of this report.

    Officers filed a report for burglary in the 5000 block of Murray Rd. in Manhattan on September 17, 2022, around 12:45 p.m. 21- and 24-year-old males were listed as the victims when it was reported a storage unit was broken into and an MK18 AR-15 rifle, a Century Arms AK Draco, two CZ 9mm handguns, an antique black powder revolver and ammunition were stolen. The estimated total loss associated with this case is approximately $7,900. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

    Officers filed a report for rape in Manhattan on September 18, 2022, around 1:45 p.m. A 19-year-old female was listed as the victim and a 20-year-old male known to her was listed as the victim. Due to the nature of this crime, no further information will be released.

    Officers responded to the report of an injury crash near the intersection of Pillsbury Dr. and Garibay Ln. in Manhattan on September 18, 2022, around 3:15 p.m. When officers arrived on scene, they found a 2013 Honda Civic driven by Shelby Innes, 23, of Manhattan had hit an embankment, went airborne, and landed on its side. Innes was transported to Via Christi for treatment of non-life-threatening injuries.

    Officers responded to the report of an injury crash near the intersection of Old Claflin Rd. and N. Manhattan Ave. in Manhattan on September 18, 2022, around 4:15 p.m. When officers arrived on scene, they found a 2007 Saturn Vue driven by Kiara Islam, 18, of Manhattan had turned on to Old Claflin Rd. and hit a 2021 Genuine moped driven by Hunter Chambers, 19, of Round Rock, Texas that was headed south on N. Manhattan Ave. Chambers was transported to Via Christi and later to Stormont Vail in Topeka for treatment of severe injuries.

    Aaron Noonan, 27, of Salina was arrested for possession of narcotics with intent to distribute, criminal possession of a weapon, and two counts of possession of drug paraphernalia after officers conducted a traffic stop in the 700 block of Colorado St. in Manhattan on September 18, 2022, around 5:30 p.m. Noonan remains confined in the Riley County Jail on a total bond of $40,000.

    Officers filed a report for assault and criminal damage to property in the 500 block of Laramie Pl. in Manhattan on September 18, 2022, around 6:00 p.m. A 41-year-old female and a 46-year-old male were listed as the victims when it was reported a 39-year-old male suspect threw a brick through a window of a house then threatened the male with a large stick. The estimated total loss associated with this case is approximately $1,100.

    Officers filed a report for criminal damage to property in the 500 block of 3rd Pl. in Manhattan on September 18, 2022, around 8:30 p.m. Firehouse Subs was listed as the victim when it was reported an unknown suspect threw a rock through the window of the business. The estimated total loss associated with this case is approximately $1,000. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.

    Officers filed a report for aggravated assault in the 300 block of N. Park St. in Ogden on September 18, 2022, around 9:15 p.m. A 24-year-old female was listed as the victim when it was reported a 23-year-old male suspect pointed a gun at her.

    Offices filed a report for theft in the 900 block of Claflin Rd. in Manhattan on September 18, 2022, around 10:30 p.m. A 19-year-old male was listed as the victim when it was reported his silver Pontiac Grand Prix with the keys, a Smith & Wesson M&P Shield, and a Winchester lever action rifle inside were stolen over the weekend. The estimated total loss associated with this case is approximately $4,000. Anyone with information can contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.
