Officers filed a report for lewd and lascivious acts, including four counts of exposing sex organs to another under the age of 16 and three counts of exposing sex organs to another over the age of 16 at approximately 11:04 a.m. on Oct. 29, 2025 in Manhattan. A 16-year-old girl and a 15-year-old girl were listed as the victims. A 42-year-old man known to the victims was listed as the suspect. Kevin Brown, 42, of Manhattan, was arrested at approximately 2:12 p.m. on Nov. 6 in Manhattan for lewd and lascivious acts, including four counts of exposing sex organs to another under the age of 16 and three counts of exposing sex organs to another over the age of 16. Brown was issued a total bond of $41,000 and remains confined in the Riley County Jail at the time of this report. Due to the nature of the crime reported, no additional information will be released.

Cody Whitmore, 23, of Manhattan, was arrested at approximately 1:26 p.m. on Nov. 6 in the 100 block of N. 4th Street on a Riley County District Court warrant for probation violation. This arrest stems from original charges of two counts of domestic battery. Whitmore was issued no bond and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of possession of opium, narcotic or certain stimulant; use/possession with intent to use drug paraphernalia; possession of marijuana; and possession of a controlled substance at approximately 9:24 a.m. on Nov. 6 in the 500 block of Osage Street. Donnie Downs, 39, of Manhattan, was arrested at approximately 10:36 a.m. in the 500 block of Osage Street for possession of opium, narcotic or certain stimulant; use/possession with intent to use drug paraphernalia; possession of marijuana; and possession of a controlled substance. Downs was issued a total bond of $5,000 and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of possession of opium, narcotic or certain stimulant; use/possession with intent to use drug paraphernalia; possession of marijuana; and possession of controlled substance at approximately 9:24 a.m. on Nov. 6 in the 500 block of Osage Street. Jeramia Dorsey, 45, of Manhattan, was arrested at approximately 9:24 a.m. in the 500 block of Osage Street for two counts of possession of opium, narcotic or certain stimulant; and one count each for use/possession with intent to use drug paraphernalia; possession of marijuana; and possession of a controlled substance. Dorsey was issued a total bond of $5,000 and remains confined in the Riley County Jail at the time of this report.
