RCPD Report: 6/22/26

Martin Frank Stovall, 65, of Las Vegas, was arrested at approximately 3:22 p.m. on June 21, 2026 in the 1000 block of S. Seth Child Road on a Riley County District Court warrant for distribution of a controlled substance and distribution of opiate/opium/narcotic/certain stimulant. This arrest stems from a report originally filed in February 2025. Stovall was issued a total bond of $75,000 and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of aggravated assault, criminal threat, criminal deprivation of property, and disorderly conduct at approximately 8:04 a.m. on June 20 in the 600 block of Poyntz Avenue. Listed victims include a 67-year-old man, a 63-year-old woman and a 54-year-old woman. A 60-year-old man was listed as the suspect. Michael Lee Stanfield, 60, of Manhattan, was arrested on three counts of aggravated assault, three counts of criminal threat, one count of disorderly conduct and one count of criminal deprivation of property. Stanfield was issued a total bond of $29,000 and remains confined in the Riley County Jail at the time of this report.

Pamela May Hall, 21, of Manhattan, was arrested at approximately 2:45 a.m. on June 20 in the 1100 block of Moro Street on three Riley County District Court warrants – two for probation violation and one for failure to appear. Hall was also arrested for interference with a law enforcement officer. This arrest stems from original charges that include criminal threat, interference with a law enforcement officer and disorderly conduct. Hall was issued a total bond of $20,000 and remains confined in the Riley County Jail at the time of this report.

Richard Ramos Jr., 37, of Wamego, was arrested at approximately 1:18 p.m. on June 19 in the 1900 block of Strong Avenue on a Riley County District Court warrant for violating a protection order and criminal trespass. Ramos Jr. was issued no bond and is no longer confined in the Riley County Jail.

Denise Chantel Holder, 39, of Manhattan, was arrested at approximately 2:40 p.m. on June 18 in the 1000 block of S. Seth Child Road on a Geary County District Court warrant for probation violation. Holder was issued no bond and is no longer confined in the Riley County Jail.

Officers responded to a report of an injury accident at approximately 8:09 a.m. on June 19 in the 300 block of N. 5th Street. Upon arrival, officers found 2019 Kia Sportage, driven by Mary Margaret Keithley, 81, of Manhattan, had struck a 2020 Chrysler Pacifica, driven by Elizabeth Marie Passmore, 36, of St. George. Passengers in the Pacifica included Elsie Passmore, 7, Penelope Passmore 6, and Dominic Passmore, 3. Keithley was transported to Via Christi Hospital for her injuries and issued a citation for failure to yield the right of way at a stop sign.

Joshua James Albrecht, 41, of McPherson, was arrested at approximately 2 p.m. on June 18 in the 1000 block of S. Seth Child Road on a Saline County District Court warrant for probation violation. Albrecht was issued no bond and is no longer confined in the Riley County Jail.

Officers filed a report of rape at approximately 7:36 a.m. on June 18 in Ogden. A 20-year-old woman was listed as the victim. A 26-year-old man known to the victim was listed as the suspect. Due to the nature of the crime reported, no additional information will be released.
