Officers filed a report for domestic battery, criminal restraint and criminal deprivation of property at approximately 1:12 on July 16, 2026 in the 1100 block of Moro Street. An 18-year-old woman was listed as the victim. A known 24-year-old man was listed as the suspect. Jayleen Jackson, 24, of Manhattan, was arrested at approximately 1:50 a.m. for domestic battery, criminal restraint and criminal deprivation of property. Jackson was issued a total bond of $6,000 and remains confined in the Riley County Jail.
Kurtis Andrew Foster, 33, of Manhattan, was arrested at approximately 10:47 p.m. on July 15 in the 100 block of Blue Earth Plaza on eight Manhattan Municipal Court warrants for probation violation and two warrants for theft of property or services and criminal trespass. Original charges for probation violations include four counts of criminal trespass, two counts of resisting arrest, and one count each for theft and unlawful burning the city. During the arrest, officers filed a report for two counts of interference with a law enforcement officer, resulting in two additional charges. Foster was issued a total bond of $6,500 and remains confined in the Riley County Jail at the time of this release.
Andrew Joseph Webb, 29, of Manhattan, was arrested at approximately 5:34 p.m. on July 15 in the 1500 block of Highland Drive on a Riley County District Court warrant for abuse of a child. This arrest stems from a report originally filed in June 2026. Webb was issued a total bond of $50,000 and is no longer confined in the Riley County Jail.
William Joseph Brown, 44, of Washington (Kan.), was arrested at approximately 3 p.m. on July 15 in the 100 block of Manhattan Town Center on a Dickinson County District Court warrant for theft of property or services, burglary; non-dwelling to commit a felony, and burglary; vehicle to commit a felon. Brown was issued a total bond of $10,000 and is no longer confined in the Riley County Jail.
Officers filed a report of fraud at approximately 11:32 a.m. on July 15 in the 2500 block of Stagg Hill Road. Briggs Auto Group was listed as the victim when it was reported a known 61-year-old male suspect sold a vehicle to the dealership with a title that failed to indicate a bank lean. The total estimated loss associated with this case is $30,000.
