Mateo Cochise Hyman, 22, Topeka, was arrested at approximately 9:51 p.m. on July 26, 2026 in the 1000 block of S. Seth Child Road on a Riley County District Court warrant for failure to appear. This arrest stems from original charges of aggravated battery, interference with a law enforcement officer, flee and elude, leaving the scene, and DUI. Hyman was issued a total bond of $40,000 and remains confined in the Riley County Jail at the time of this report.

Skylor Joseph Wilson, 19, of Topeka, was arrested at approximately 9:46 p.m. on July 26 in the 1000 block of S. Seth Child Road for violation of conditional release through the Riley County District Court. Wilson was issued no bond and remains confined in the Riley County Jail at the time of this report.

Officers filed a report for criminal threat, domestic battery, criminal deprivation of property and violating a protection order at approximately 7:04 p.m. on July 26 in Manhattan. A 21-year-old woman was listed as the victim. A 24-yaer-old man was listed as the suspect. Clarence Dwan McKissick Jr., was arrested at approximately 8:31 p.m. for violating a protection order. McKissick was issued a total bond of $5,000 and remains confined in the Riley County Jail at the time of this report.

Jayla Marie Ragin, 19, of Manhattan, was arrested at approximately 4:20 p.m. on July 26 in near Claflin and Westport Drive on a United States District Court for the Western District of Missouri for three counts of assault on a federal officer, one count of assault on a federal officer causing bodily injury and one count of depredation to government property. Ragin was issued no bond and remains confined in the Riley County Jail at the time of this release.

Officers filed a report of theft by deception and computer unlawful acts at approximately 1:08 p.m. on July 26 in the 600 block of Moro Street. A 28-year-old woman was listed as the victim when it was reported an unknown suspect used a local spoofed number to impersonate an RCPD officer and threaten immediate arrest for missed court dates unless they make payments via Chime barcodes at a retail store. The total estimated loss associated with this case is $1,000. Please remember, even if a message or request doesn’t seem suspicious, always doublecheck its legitimacy. Verify through trusted sources before ever sharing personal information. RCPD will never request payment over the phone, nor payment of any kind in barcodes or gift cards. If you receive a call similar to this, please contact us at (785) 537-2112 to verify it was an RCPD officer or employee that called you for you do anything.

Officers filed a report of battery, disorderly conduct and two counts of battery of a law enforcement officer at approximately 2:18 a.m. on July 26 in the 1100 block of Moro Street. A 34-year-old man and a 22-year-old man were listed as victims. A 29-year-old man was listed as the suspect. Austin Dean Carter, 29, of Manhattan, was arrested at approximately 2:34 a.m. for battery, disorderly conduct and two counts of battery on a law enforcement office er. Carter was issued a total bond of $6,000 and is no longer confined in the Riley County Jail.

Officers filed a report of criminal damage to property at approximately 2:13 a.m. on July 26 in the 400 block of N. Park Road. A 24-year-old man was listed as the victim when it was reported an unknown suspect broke out the back window of his 2022 Dodge Ram. The total estimated loss associated with this case is $1,400. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward up to $1,000.

Officers filed a report for domestic battery and criminal damage to property at approximately 12:53 a.m. on July 26 in Manhattan. A 36-year-old woman and the Manhattan Housing Authority were listed as victims. A known 37-year-old man was listed as the suspect. Deandra Lamonte Brown, 37, of Manhattan, was arrested at approximately 2:15 a.m. for domestic battery and criminal damage to property. Brown was issued a total bond of $8,000 and remains confined in the Riley County Jail at the time of this report.

Officers filed a report of theft of property or services at approximately 10:20 a.m. on July 25 in the 1800 block of Laramie Street. A 38-year-old man was listed as the victim when it was reported a known 33-year-old female suspect stole his 2007 Ford F-150. The total estimated loss associated with this case is $15,000.

Donald Andrew Kennedy, 41, of Wichita, was arrested at approximately 7:54 p.m. on July 24 in the 1000 block of S. Seth Child Road on a Riley County District Court warrant for probation violation. This arrest stems from an original charge of DUI. Kennedy was issued no bond and remains confined in the Riley County Jail at the time of this report.
