City to vote on budget, hold public hearings

The Manhattan City Commission on Tuesday will conduct separate public hearings for the revenue-neutral rate and proposed 2027 budget. Commissioners will then vote on adopting the city budget and a property tax rate exceeding the revenue-neutral rate.

The recommended annual operating budget for fiscal year 2027 for all funds is a total of $262.721 million. This includes projected ending fund balances. Actual budgeted expenditures for all funds in 2027 are $186.637 million. This is an increase of 2% over FY 2026 budgeted expenditures.

The city commission discussed the recommended budget on June 30, and on July 7 voted to exceed the revenue neutral rate. After additional discussion at the work session on Aug. 11, commissioners provided consensus for staff to move forward with preparing the annual operating budget with an overall mill levy decrease of 1.706 for a proposed mill levy of 52.800 in 2027. This includes a 1.357 reduction for outside city services and 0.349 reduction for city services.
