Officers filed a report for theft by deception at approximately 2:53 p.m. on Oct. 7 in the 1100 block of Bluemont Avenue. A 21-year-old female was listed as the victim when it was reported an unknown suspect impersonated an officer on a phone call to scam the victim out of money. The total estimated loss associated with this case is $5,888.23. Please remember, even if a message or request doesn’t seem suspicious, always doublecheck its legitimacy. Verify through trusted sources before ever sharing personal information. RCPD will never request payment over the phone, nor payment of any kind in barcodes or gift cards. If you receive a call similar to this, please contact us at (785) 537-2112 to verify it was an RCPD officer or employee that called you before you do anything.

Savalas Terell Tolliver Jr, 21, of Manhattan, was arrested at approximately 12:22 p.m. on Oct. 7 in the 400 block of Leavenworth Street on a Riley County District Court warrant for one count of rape; sexual intercourse with mentally deficient victim or victim incapable of consent due to effects of alcohol, narcotics, drugs, or other substances and one count of rape; sexual intercourse without consent and use of force and one count of aggravated sexual battery. This arrest stems from a case originally filed in June 2025. Tolliver was also arrested on a Manhattan Municipal Court warrant for failure to appear, stemming from original charges of disorderly conduct and revocation of probation. Tolliver was issued a total bond of $100,500 and remains confined in the Riley County Jail at the time of this report.

Officers filed a report for one count of electronic solicitation; offender believes child greater than 14 but less than 16 years of age and one count of electronic solicitation; offender believes child is less than 14 years of age at approximately 9:20 a.m. on Oct. 2 in Manhattan. A 61-year-old male was listed as the suspect. Mark Wayne Reutzel, 61, of Topeka, was arrested at approximately 10:51 a.m. on Oct. 7 in the 2200 block of SW Ancaster Road in Topeka for one count of electronic solicitation; offender believes child greater than 14 but less than 16 years of age and one count of electronic solicitation; offender believes child is less than 14 years of age. Reutzel was issued a total bond of $400,000 and remains confined in the Riley County Jail at the time of this report.

Giovani Gavaska Green, 26, of Jamaica (NY), was arrested at approximately 8:50 a.m. on Oct. 7 in the 1000 block of S. Seth Child Road on a Manhattan Municipal Court warrant for failure to appear. This arrest stems from an original charge of disorderly conduct. Green was issued a total bond of $5,000 and remains confined in the Riley County Jail at the time of this report.
