A former USD 383 paraeducator is expected to be sentenced Thursday in Riley County District Court. Aaron Zachry pleaded guilty to separate charges of indecent liberties with a child and sexual exploitation of a child on Jun. 26 before Judge Kendra Lewison. He previously pleaded not guilty to 37 counts in December 2022, but agreed to the new plea agreement after similar charges were dropped in Geary and Pottawatomie counties. The Kansas Court of Appeals hosted its annual hearings at Kansas State University on Tuesday in honor of Constitution Day by hearing three cases. One of the cases involved Riley County resident Gary Kilner who was appealing a decision by the Riley County District Court and Judge John Bosch on a land dispute he had with the county commission. Kilner’s counsel Bernard Irvine argued before the court that the District Court and Judge Bosch had made a mistake of not notifying Kilner of their decision due to them posting it late in the day back when a decision was made…
The Manhattan City Commission approved the 2024 city budget at their bimonthly legislative session on Tuesday. The overall budget grew nearly $40 million from last fiscal year, from $187 million to $224 million, a nearly 20% increase, largely driven by assessed valuations, which were up about 9.5%. The budget includes a 2.9% increase in property taxes to be levied, totaling just over $34 million, up about $963,000 from last fiscal year. A Milford man was arrested on Thursday for stalking. 30-year-old Louis Gardner was arrested by Riley County Police shortly after 9:20 am on one count of stalking and another count for violating a protection order. According to the RCPD, Gardner tried to contact a woman on Facebook several times which was a violation of the protection order. Gardner is currently out on a $4,500 bond.
Manhattan City Commissioners heard an update Tuesday regarding the Beyond Tomorrow Downtown Plan, the first update on the plan since early May. The draft plan takes a broad look at the master plan for development of the downtown business district. Senior Planner for Community Development Ben Chmiel says a number of surveys were conducted among business and community members, with about 1,800 responses turned in, including 52 from participating business leaders. City Park was host to the 9/11 Day of Remembrance on Sunday where several dignitaries were on hand for the event. Guests laid 2,977 American flags with names of the victims who perished on that fateful day 22 years ago in the park. This included five flags being laid by Kansas Lieutenant Governor David Toland who gave a few remarks at the ceremony. Kansas State University unveiled the new K-State NextGen Strategic Plan after over a year of development. Kansas State University president Richard Linton spoke about the plan on Thursday and said it was necessary in helping the university move into the future. According to K-State’s website, the plan has been in fruition since July 2022. More than 10,000 surveys, interviews, focus groups and listening sessions were conducted to get a wide range of perspectives and thoughts to turn Kansas State into a next generation land-grant university.
