A Manhattan man waived his preliminary hearing and plead guilty to aggravated battery Friday. Joshua Foster, 23, was arrested in July after he physically battered a 48-year-old male from Topeka and attempted to force the man to withdraw funds from an ATM. Prior to reaching an ATM the man was able to flee from his attackers and contact police. Foster’s sentencing is scheduled for March 27. In other court news, Dylan Binnick of Beatrice, Neb., was sentenced in the Geary County District Court to 59 months in the Department of Corrections. TOPEKA — A Kansas Senate committee has endorsed a measure that would let doctors and physicians prescribe and dole out what’s described as “non-intoxicating” medicine derived from a marijuana chemical compound. The Wichita Eagle reports that senators initially were supposed to vote on a measure that would legalize the use of cannabis for certain medical conditions. But an amendment stripped out that measure and replaced it with another that would allow medical professionals to prescribe and dispense “non-intoxicating cannabinoid medicine.” The bill does not define non-intoxicating. Friday numbers from the Kansas Department of Labor indicate January numbers for the city of Manhattan with just the Riley County part is 2.8 percent. Riley County officers filed a report for criminal sodomy in the southwest part of Manhattan yesterday. Officers listed a 15 year old male as the victim when it was reported that a 16 year old female performed oral sex on him. Due to the nature of the alleged crime and the ongoing nature of the investigation, no additional information was released. Updated Friday morning: As KMAN first reported Thursday noon, Riley County Police officers responded to a report of an injury accident occurring at Fort Riley Boulevard and Miller Parkway at approximately 10:00 AM. When officers arrived on scene, they found Kelley Goss, 54, of White City lost control of her blue Cadillac passenger car, which veered off the road and struck an occupied residence. What is normally a routine piece of county business turned into an impromptu informational meeting on reproductive and sexual health inside the Riley County Commission Chambers Thursday morning. Commissioners debated if the county should sign on for a Kansas Department of Health and Environment grant application for the county health department.
