“After Burn” is the name of an emergency preparedness exercise led by the Kansas Department of Agriculture this week with a foot and mouth disease outbreak scenario. A man and woman who evaded police were apprehended late Tuesday night after they crashed their vehicle and fled on foot near I-70 by McDowell Creek Road. According to a press release from the Geary County Sheriff’s Office, authorities arrested 35-year-old Joshua Garcia of Biloxi, Miss., and 31-year-old Jamieson Townsend of Blue Springs, Mo. DERBY — A southern Kansas woman who lost her hands and feet during a robbery got an early Christmas gift new electronic hands worth $260,000, courtesy of a businessman and his wife. Julie Dombo of Derby showed off her new hands publicly Tuesday with her husband, a day after receiving them as a present from Koch Industries’ general counsel Mark Holden and his wife. TOPEKA — Child-care providers in Kansas say a state proposal to increase by several hours the training they must receive could mean parents they serve will have to pay more. The providers made that argument Tuesday during a hearing over the proposed Kansas Department of Health and Environment regulations. The department’s plan would raise to 16 the number of hours of annual in-service training for primary care providers, who directly supervise and interact with children. Commissioner’s discussed a new foyer design for the Peace Memorial Auditorium. Budget and plans for the project were discussed, with donations from the city, county, and private donors raising over $400,000. Commissioners approved the initial design of the foyer and gave authorization to elicit bids on the project. Manhattan Senior Planner, Chad Bunger, presented an ordinance rezoning the Highlands at Grand Mere for further housing development. KANSAS CITY, Mo. — Federal regulators say movie-theater chain AMC Entertainment Holdings Inc. can buy smaller rival Carmike Cinemas Inc. for $1.2 billion if it sells some theaters. The deal will make AMC the biggest U.S. movie theater operator. The U.S. Department of Justice says its approval hinges on AMC selling theaters in 15 markets where it competes with Carmike. A former K-State student cited in a federal court lawsuit filed against the university who allegedly raped two different women in 2014 and 2015 will be arraigned on Jan. 3 at 9 a.m. in Riley County District Court. The arraignment for Jared Gihring was originally scheduled for Monday, but his defense was granted a continuance. The lawsuit, filed by the two women, argues KSU failed to perform its due diligence in investigating Gihring.
