TOPEKA — Kansas Attorney General Derek Schmidt is begging lawmakers to approve a plan for increasing spending on public schools before taking their annual spring break. Schmidt sent a letter Friday to legislative leaders in both parties to express his “profound concern” that no education funding bill has passed. The Kansas Supreme Court ruled in October that the state’s current funding of more than $4 billion a year is insufficient under the state constitution. The Manhattan Fire Department was dispatched to 704 Dondee Drive in Manhattan for a report of a structure fire Thursday evening just after 8 p.m. Upon arrival, crews found a three-story apartment building with a fire on the second floor. Crews entered the building and extinguished a kitchen fire in less than 10 minutes. Updated: Friday, 10:53 a.m. A Manhattan man who was seriously injured in Topeka Wednesday night when he was struck by 2 different vehicles while attempting to cross Topeka Boulevard has been identified as 33-year-old Nathan Hughes, according to KSNT Thursday evening. The Shawnee County Sheriff’s Office reported the man was knocked to the ground when he was hit by the mirror of a U-Haul box truck and was then run over by another passenger car. Hughes was was taken to the hospital via ambulance suffering from life-threatening injuries. He remains in critical condition.

GREAT BEND — Authorities say a central Kansas police chase ended after a driver hit a stop sign and then a deer. The Wichita Eagle reports that the chase started early Wednesday when a Barton County sheriff’s deputy tried to pull over a car with a broken light near Great Bend. The sheriff’s office says the car’s driver lost control in the southern part of the county, where he struck a stop sign. KANSAS CITY, Kan. — A Chinese national who lived in Manhattan was sentenced to 10 years in prison for conspiring to steal proprietary rice seeds developed in the U.S. and giving them to visitors from China. Federal prosecutors announced Wednesday that 51-year-old Weiqiang Zhang was sentenced for two counts of conspiracy and one count of interstate transportation of stolen property. He was convicted in February 2017. Zhang was a rice breeder for Ventria Bioscience in Junction City, which developed genetically engineered rice for therapeutic and medical fields. The Manhattan-Odgen USD 383 Board of Education gave final approval to the land transfer agreement between the district and Pottawatomie County land owners.   Assistant Superintendent Eric Reid presented the agreement to the board during the March 28 meeting.  In the presentation, Reid said they would be trading the land they owned near Elbo Creek Road with a property closer to the infrastructure of Blue Township.  The board gave preliminary approval to the agreement during this meeting.
