Geary County saw the third-largest one-year drop in population last year of any county in the nation, according to a Thursday morning report from the Topeka Capital-Journal. It estimated 2,172 more people moved out of the county than moved in, according to the U.S. Census Bureau . The Census Bureau, which takes a count of the U.S. population every 10 years, also makes annual estimates of the populations of states, counties and cities. A possible pet licensing ordinance was brought to the table during a Manhattan City Commission meeting on Tuesday night. According to Assistant City Manager Kiel Mangus, a study done by a K-State Graduate student estimated a 9% compliance rate for licensing pets in Manhattan. Mangus said they sold approximately 2,300 licenses in 2017 making about $20,000 in revenue, similar to the average over the past five years. HOISINGTON — The body of a missing toddler has been found in central Kansas and a man has been arrested. The Hoisington Police Department said on its Facebook page Wednesday that 23-month-old Iviona Lewis was found dead in rural Barton County and that a 25-year-old man who knew her was arrested. He has been booked into jail on suspicion of second-degree murder. TOPEKA — Kansas legislators who suffered sticker shock from a report on the costs of improving public schools are considering whether to make the state’s education goals less ambitious. Some Republican lawmakers appeared less anxious Monday after hearing from two out-of-state consultants who issued the report last week. WICHITA —  A trial begins this week for three members of a militia group accused of conspiring to bomb a mosque and apartment complex housing Somalis in the Kansas town of Garden City. Patrick Stein, Gavin Wright and Curtis Allen are charged with conspiracy to use a weapon of mass destruction and conspiracy against civil rights. Stein also faces a weapons-related charge and Wright, formally of Manhattan, has an additional charge of lying to the FBI. They all have pleaded not guilty. Democratic State Representative Sydney Carlin of Manhattan filed for reelection Monday to the 66th District in the Kansas House, according to a press release from Kansas House Democrats Communications Director Heather Scanlon. Carlin has held the position since being elected in 2002. The Junction City Police Department announced an arrest Monday of a man believed to be connected to robberies first reported March 12. The JCPD said Monday it arrested James Tyshawn Carwell on March 14 on two counts of aggravated robbery. Carwell was arrested at his home on 8th Street in Junction City and is being held at the Geary County Detention Center on a $100,000 bond.
