TOPEKA — A Kansas state legislator who suggested at a public forum that blacks are predisposed to abusing drugs has resigned from two committee leadership jobs. Republican state Rep. Steve Alford of the western Kansas town of Ulysses stepped down Tuesday as chairman of the House Children and Seniors Committee and vice chairman of a legislative task force on child welfare. TOPEKA — Kansas lawmakers are preparing to open their annual session facing a court mandate to boost spending on public schools with little appetite to do what could be necessary to pay for it. The Republican-controlled Legislature is scheduled to convene Monday afternoon. GOP Gov. Sam Brownback planned to deliver the annual State of the State address Tuesday evening and lay out budget proposals Wednesday. The Kansas Supreme Court ruled in October that the state’s education funding is insufficient under the state constitution. The Riley County Police Department officer who was shot when responding to a domestic disturbance Friday in Manhattan has been treated and released from the hospital, according to a statement released by the RCPD Monday morning. At approximately 12:30 p.m., Friday, Sergeant Pat Tiede was shot after responding to the report of a domestic situation in the 3700 block of Hawthorne Woods Circle. Sergeant Tiede received a non-life threatening gunshot wound. He is currently continuing his recovery at home. The name of the man who shot at Riley County police officers and injuring one while barricading himself at his home at 3716 Hawthorne Woods Circle in Manhattan Friday afternoon has been identified. According to an arrest report by the RCPD, 38-year-old Mark Harrison was taken into custody after surrendering to authorities after two hours. Harrison is being charged for attempted capitol murder of a law enforcement officer and his bond was set at $2 million. UPDATE 3:12 p.m.: The situation involving the active shooter in the Hawthorne Circle area of northwest Manhattan has been resolved and Riley County Police Director Brad Schoen said it has been resolved with no further injuries. According to Schoen, the suspect peacefully turned himself over to police authorities. Schoen stressed that the scene is still active, as it will take time to process the scene.
