WICHITA — A new report shows Kansas farmers have harvested 25 percent of their winter wheat crop. The National Agricultural Statistics Service said Monday that wheat harvest progress for the state is near the 27 percent average for this time of the year. It rated wheat still out in the fields as 62 percent good to excellent, with 30 percent in fair condition. About 8 percent of the crop remains in poor to very poor shape. The Riley County Law Board Monday approved the Riley County Police Department’s 2017 budget by a vote of six to one, with basic adjustments, court security, a half year mental health contract, and one dispatcher. The approximate $20,291,055.19 is 2.667 percent over last year’s. The Board of Riley County Commissioners approved to accept over $20,000 in family-planning funding for the county health department. The money comes from the Kansas Department of Health and Environment and will amount to $25,139. Shelley Hays, the administrative analyst for the Riley County Health Department, told commissioners the funds will be used to purchase additional long-acting reversible contraceptives. As earlier reported by KMAN, police in Riley County arrested Martin Johnson, 39, of Wamego while in the 4400 block of River Pond Road in Manhattan on Friday evening. The arrest took place at approximately 7:45 PM when officers served an arrest warrant for two offenses of aggravated incest and furnishing alcohol to a minor. Manhattan Firefighters responded to a reported structure fire at 512 Stone Drive, apartment 3207, at about 7:20 Sunday evening. Deputy Fire Chief Ryan Almes tells KMAN crews found a fire that had been mostly extinguished by neighbors on the deck of the apartment. Fire Crews had to remove siding and decking to fully extinguish the fire, and then ventilate the adjoining apartments. The organizers of Saturday’s 27th-annual Juneteenth celebration in Manhattan’s City Park knew there would be some people who wouldn’t shy away from playing in the water in the middle of a summer afternoon in the heartland. A Wamego man was arrested Friday night for three counts of aggravated incest. Martin Ray Johnson, 39, was arrested at 7:45 p.m. Friday evening at 4400 River Pond Rd., which is in Tuttle Creek State Park just north of Manhattan. According to the arrest report from the Riley County Police Department, the victim is between the ages of 16 and 18. Johnson was released on a $50,000 bond.
