A Grandview Plaza man has been sentenced to more than 13 years with the Kansas Department of Corrections for rape, aggravated battery, and aggravated assault. Luis Caicedo-Mosquera was sentenced Monday in Geary County Court to 165 months, with lifetime post release and life-time sex offender registration. Caicedo-Mosquera was arrested in August of 2016 after Junction City Police and emergency medical personnel were dispatched to the Budget Host Motel on South Washington Street and found Karlie Jones, 19, of Wichita with a stab wound to the chest. Riley County Police are advising area residents to avoid the 1500 block of Colorado Street in Manhattan while officers investigate what is believed to be a drive-by shooting. Officers were called to the area for a report of shots fired at approximately 3:30 this morning. A short time later, a home was identified as being struck. Retail sales in Manhattan have topped $1-billion already this year. “Truth be told, we’ve kind of plateaued at the $1.1-Billion, give or take,” said Vice President of the Manhattan Area Chamber of Commerce. “For a town of 57-ish-thousand that’s still phenomenal.” Unemployment in Manhattan is currently 2.0%, the lowest mark in the state. Unemployment in the Metropolitan Statistical Area, which includes Pottawatomie County, is just 2.3%. WICHITA — An audit has found that the largest school districts in Kansas have received millions in funding not allowed by state law. The Wichita Eagle reports that the Kansas State Department of Education has given more than $45 million to the districts in just the past five years to help bus students to school. State auditors estimate Wichita’s district alone will get nearly $3 million more than legally allowed. The audit report released last week found the department is distributing transportation funds to districts using a method repealed by lawmakers in the 1970s. The method results in districts with…

Riley County Police Officers responded to the report of an injury accident near the intersection of 10th and Leavenworth Street in Manhattan Monday at approximately 4:20 PM. When officers arrived on scene they found a Lexus RX300 driven by Lingyun Jiang, 26, of Manhattan had struck a Dodge Neon driven by Mark Caffrey, 53, of Westmoreland. Caffrey was transported to Via Christi for treatment of his injuries. Jiang was issued a citation for failure to yield right of way at a yield sign.

A 1st Infantry Division soldier was found dead in his residence in Junction City on Saturday, according to a press release from Fort Riley Tuesday. Sgt. 1st Class Kevin Johnson, an artillery mechanic with Battery F, 1st Battalion, 5th Field Artillery Regiment, 1st Armored Brigade Combat Team, 1st Inf. Div., was found unresponsive in his home by a friend who called 911. Johnson, 46, was pronounced dead by the first responders. WICHITA — Kansas health officials say the flu is increasing in most parts of the state. Kansas Department of Health and Environment spokesman Gerald Kratochvil say three flu outbreaks have been confirmed in Sedgwick County and another was confirmed in Douglas County. The department says the flu was expected to increase in Kansas and it likely has not peaked in the state yet. Long time Riley County Commissioner Bob Newsome has died. A memorial service is set for Wednesday, December 27, at 1 p.m. at the First United Methodist Church in Manhattan. Newsome also served as Agriculture Agent in Riley County from February, 1960 until June, 1966 – then he became the County Extension Director for Riley County from July, 1966 until May, 1979. Newsome then became the Northeast Area Extension Director and moved to an office at Kansas State University.

The Riley County Police director has a new contract. After a couple of executive sessions, Riley County Law Board member Barry Wilkerson made the motion regarding RCPD Director Brad Schoen’s contract, which was unanimously approved. The  step salary increase means an adjustment from Director Schoen’s current $142,474.22 to $147,318.34. In other action, new video visitation will be provided under a jail service agreement approved by Riley County Law Board members Monday.
