LAWRENCE — University of Kansas police are investigating after about 20 used shell casings were found outside the university’s administrative building. Police say they have found no evidence that a weapon was shot anywhere near Strong Hall before the cases were found Tuesday in bushes. The Lawrence Journal-World reports police believe the person or people who left the shell casings were trying to make a statement but they didn’t elaborate on what type of statement. The Manhattan City Commission approved a clean 2016 City Audit Tuesday evening. “This has been a great year in terms of audit,” said Assistant Director of Finance, Hillary Badger. “We had no significant findings.” Manhattan has received the Certificate of Achievement for Excellence in Financial Reporting every year since 1996. The Commission also approved updates to the City’s Grease Management Permit Plan. HUTCHINSON — Kansas Gov. Sam Brownback went on an unpublicized, eight-day trade mission to Israel in late August and early September. The Hutchinson News reported that the schedule included a 90-minute meeting with Israeli Prime Minister Benjamin Netanyahu on Aug. 30. The trip came a month after President Donald Trump nominated Brownback to serve as U.S. ambassador-at-large for international religious freedom. TOPEKA — Kansas is reporting that it collected $57 million more in taxes than anticipated in September. It was the fourth consecutive month that tax collections have exceeded projections from the state’s official fiscal forecast. The state Department of Revenue said Monday that nearly $603 million in taxes was collected last month. That was 10.5 percent more than the official estimate of $545 million. Since the fiscal year began July 1, the state has collected $73 million more than anticipated, with tax collections of $1.5 billion exceeding expectations by 5.1 percent. The City of Manhattan has received notice of being awarded two grants from the Kansas Department of Transportation (KDOT). One is for the Juliette Brick Streets Rehabilitation, Phase III project and the other is Safe Routes to Schools, Phase II. The grants are both part of KDOT’s Transportation Alternatives Program and together total $1,308,640. Juliette Bricks Phase III This project has a total estimated cost of $1,135,800 with the grant covering $908,640 and local City match covering the rest. Updated Wednesday morning: Authorities have arrested a 21-year-old woman in connection with a Manhattan apartment fire . Riley County Police Captain Tim Hegarty tells KMAN Brianna Elston was taken into custody for aggravated arson. RCPD Captain Jeff Hooper has clarified that Elston was also the injured party in the fire and was transported to the hospital for treatment and was later arrested. A Geary County man was sentenced Monday to 16 years in federal prison for taking part in the kidnapping of a Junction City woman who was killed during the abduction, according to a press release from Acting U.S. Attorney Tom Beall. Drexel A. Woody, 27, who lived on Fort Riley at the time of the crime, pleaded guilty to one count of kidnapping resulting in death.
