TOPEKA — Westar Energy has filed a request to raise its prices by about $17.4 million, which would raise the average residential bill in Kansas by about $1.54 per month. Westar spokeswoman Gina Penzig says the company filed the request with the Kansas Corporation Commission to recover costs that weren’t available when last year’s full price was conducted. The Topeka Capital-Journal reports that the bulk of the $17.4 million request is related to environmental upgrades at power plants, primarily in the LaCygne Generation Station, to meet federal requirements. WICHITA — More than twice as many Kansas voters are now casting ballots at early polling sites across Kansas, compared to the last presidential election. The latest figures from the Kansas Secretary of State’s office show 67,211 people voted in-person as of 8 a.m. Thursday more than double the 33,832 who did so at that point in the 2014 election. Mail-in ballots are going out at roughly the same pace, with 173,893 mail-in ballots sent out since Oct. 19 across the state. Officers with the Riley County Police Department arrested Tieler Reeves, 19, of Westmoreland, Kansas on October 26, 2016, at approximately 10:00 AM. Reeves was arrested on the offense of probation violation and given a bond of $10,000.00. The original offense listed on this warrant was conspiracy to commit aggravated robbery. Reeves was confined at the Riley County Jail at the time of this report. This arrest took place in the 800 block of Church Ave. in Manhattan. October sales tax numbers for the city of Manhattan were impressive and described as “good” by City Finance Director Bernie Hayen. $970,635 were collected compared to $892,303 last year at the same time. That’s still lower though than the more than one million dollars collected in October of 2013 and 2014.  It’s $74,219 more than budgeted for this month. Hayen adds the October numbers actually reflect the amount collected in August. Accomodation and Food Services accounted for about two-thirds of the increase. In a story Oct. 26 about a Kansas couple whose children were taken into state custody, The Associated Press reported erroneously that an appellate court found that Raymond Schwab tested positive for methamphetamine and opioids during a court-ordered blood screening last year. Wengui Yan, 61, of Stuttgart, Arkansas, pleaded guilty to one count of making false statements to the FBI while working as a geneticist for the U.S. Department of Agriculture at the Dale Bumpers National Research Center in Stuttgart.
