Trevor Cooper, 27, of Concordia, Kansas was arrested while at the Riley County Police Department on October 3, 2016, at approximately 11:55 PM. Cooper was arrested on the offense of failure to appear which was listed on a warrant with a bond of $6,400.00. At the time of this report, Cooper was confined at the Riley County Jail.

Aspiring Jedis, wise Yodas, and everyone in between are invited to a Star Wars-themed event at the Manhattan Public Library this Saturday. From 10:00 a.m. to 12:00 p.m. on Saturday, October 8th,  the Manhattan Public Library will celebrate Star Wars Reads Day with activities for all ages. At noon, a movie showing begins on the auditorium’s big screen. This event is free and open to the public. The AUSA conference got started Monday with a “superb opening ceremony” according to retired Brigadier General Phil Mattox, who serves as President of Ft. Riley’s AUSA. Mattox indicates the ceremony included a small bit of history of the Army, with opening remarks of  General Carter Ham, National AUSA President,  former Commander of 1st Infantry Division and Secretary of the Army Honorable Eric Fanning. Even though a judge has ruled Kansas Secretary of State Kris Kobach must allow thousands of potential voters to register without providing citizenship documents, Riley County election officials would prefer voters to still use the state form, which requires such documentation. TOPEKA — Kansas says its tax collections fell nearly $45 million short of expectations in September. The report Monday from the state Department of Revenue complicates the state’s budget picture five weeks before the election. Republican Gov. Sam Brownback’s fiscal policies are a major issue in legislative races. The department said tax collections were $521 million last month, 7.9 percent below the official projection of $566 million. Since the budget year began July 1, tax collections have been $68 million less than anticipated. That’s a 4.7 percent shortfall. WICHITA — Democrats and voting rights advocates are ramping up voter registration drives across Kansas in the wake of recent court rulings allowing thousands of people to more easily register with a federal form or at motor vehicle offices without providing citizenship documents. But the state’s Republican Party contends those court cases are “practically irrelevant” to the November election. Several arrests were reported this past weekend, including a couple high bond amounts. An 18-year-old man faces a $50,000 bond after his arrest by RCPD Friday.  Roy Cephas, of Manhattan, was arrested while in the 700 block of Allen Road. Cephas was arrested on the offense of failure to appear which was listed on a warrant from Geary County. A 44-year-old Manhattan man was arrested Saturday on a “no bond” warrant.  William Henson was taken into custody on the offenses of violation of a protection order, criminal trespass, and intimidation of a witness or victim. TOPEKA — The Federal Emergency Management Administration has denied an appeal from Kansas officials for a federal disaster declaration for several counties affected by May storms. FEMA says the state’s original request for a federal declaration for the public assistance grants was denied. Several counties were included in that request after they were hit by severe weather that included thunderstorms, tornadoes and flooding during the last week of May. The state appealed FEMA’s initial decision on Aug. 31. FEMA has denied the appeal, reaffirming its original findings that the damage caused by the storms did not warrant a major disaster declaration, which…
