Manhattan City Commissioner’s approved the rezoning of a commercial planned unit development, Tuesday night. The governing body made the decision under the advisement of city administration. The move rezones a project slated for development on a vacant site east of Kimball Avenue and Grand Mere Parkway from a JenTre commercial planned unit development, to PUD, commercial planned unit development. Residents of the USD 378 Riley County School District overwhelmingly rejected a $22.5 million bond issue question Tuesday night. The monies would have okay’d significant infrastructure renovations and expansions to the Riley County High School. With 100 percent of the vote tallied Tuesday night just before 8:30 p.m., 803 voted “no” — or just over 63 percent — and 468 voters were in favor of the question at almost 37 percent. TOPEKA — An international rating agency has revised its credit outlook for Kansas to negative from stable because of its ongoing budget problems. Tuesday’s announcement from Moody’s Investors Service came a day after lawmakers approved a plan leaving most of the work of balancing the budget through June 2017 to Gov. Sam Brownback. Even as Moody’s changed its outlook, it reaffirmed its Aa2 rating for Kansas for issuing bonds. Its report cited the state’s problems in balancing its budget since lawmakers slashed personal income taxes in 2012 and 2013 at Brownback’s urging to help stimulate the economy. A Riley man facing second-degree murder for the death of his 6-year-old daughter was in the Riley County District Court Tuesday afternoon in Manhattan for a motions hearing. Joshua Mall, 39, was allegedly driving with a blood alcohol content of 0.13 when he collided with another vehicle and then struck a tree on the evening of Oct. 5, 2015, near the 2400 block of Tuttle Creek Blvd. in Manhattan. His daughter, Madilyn, was a passenger in his vehicle and died in the wreck. The legal BAC in Kansas is no greater than .08. Mall’s trial is set for Aug. 23-26.…

WICHITA — National Weather Service branches in Wichita and Tulsa, Oklahoma, are re-enacting a deadly 1991 tornado outbreak on social media a week after the threat of nasty weather forced them to postpone a similar exercise. The Wichita Eagle reports the Wichita office will focus on conditions leading to an F5 tornado that killed 17 people and injured more than 200 in Andover, south Wichita and McConnell Air Force Base on April 26, 1991. WICHITA — A Kansas anti-abortion activist is facing trial in federal court this week over a letter she sent to a Wichita physician saying someone might place an explosive under the doctor’s car. Opening statements are expected Tuesday in the government’s civil lawsuit against anti-abortion activist Angel Dillard under a federal law aimed at protecting access to abortion services. Jurors must decide whether the letter constitutes a “true threat.” The defense has argued the letter was constitutionally protected speech. Officers with the Riley County Police Department arrested Branden Ross, 21, of Grand View Plaza, Kansas on Monday. Ross was arrested for the offenses of criminal trespass, possession of opiates, opium, or narcotic drugs, use of possession with intent to use drug paraphernalia and criminal possession of a weapon. Police made contact with Ross in the 1100 block of Yuma Street after reports of subjects being present at a residence they were not welcomed in. You could smell the chlorine and sunscreen in city hall Monday night, as city commissioner’s dove into an aquatic discussion. The joint meeting of the city commission and parks and recreation advisory board was originally scheduled for April 26, but was cancelled when severe weather rolled into Manhattan. The local government officials gathered to hear the results of a parks and recreation feasibility study. The study was approved in December and focuses on many things like parks, trails, and athletic fields.
