WICHITA, Kan. (AP) A student who was sexually battered in the bathroom of a Wichita high school is suing the principal and school board for negligence. The Wichita Eagle reports that the suit filed in Sedgwick County District Court cites unsafe security practices at Wichita East High School, where the student was assaulted in September. The Eagle and The Associated don’t normally name victims of sex crimes. Twenty-nine-year-old Guy Harris is awaiting sentencing for sexual battery after pleading guilty to the misdemeanor last month. The Wamego City Commission set the 2017 budget hearing date. At Tuesday’s meeting, City Manager Merl Page reviewed the minutes of the July 25 special meeting, where the Commission approved the rough draft of the 2017 Budget that reflected a mill levy increase of 1.772 mills over last year’s budget. Shiela Huffman, 34, of Manhattan was arrested while in the 2600 block of 60th Ave. on Tuesday August 2 at approximately 2:00 PM. Huffman was arrested on a warrant with the offense of theft which was listed multiple times. This warrant had a bond of $5,000 and at the time of this report she was not confined at the Riley County Jail. The Manhattan City Commission approved three requests Tuesday, all having to do with rezoning, annexing and changes to development plans. The first request was to annex and rezone lot 1 of the Blueville Nursery subdivision from County C-4 to C-5, highway service commercial district. A former army private who was stationed at Fort Riley pleaded guilty and was sentenced Tuesday to two years in federal prison for stealing his fellow soldiers’ identities. According to a statement from U.S. attorney Tom Beall, 24-year old Todd M. Newbrough will pay $23,400 in restitution. Newbrough pleaded guilty to one county of aggravated identity theft. In his plea, Newbrough admitted he accessed personal information about soldiers in his unit at Fort Riley. The records he accessed included leave and earnings statements and other documents which contain information like social security numbers. Newbrough used this information to obtain credit cards…

A 1st Infantry Division Soldier died July 30 at the Salina Regional Health Center in Salina. A news release from Fort Riley Tuesday indicates Pfc. Luis Ortiz, a UH-60 Black Hawk helicopter repairer with Company D, 3rd Assault Helicopter Battalion, 1st Aviation Regiment, 1st Combat Aviation Brigade, 1st Inf. Div., lost consciousness while running June 27 in Junction City, Kansas, and was subsequently hospitalized. Ortiz joined the Army in June 2015 and arrived at Fort Riley in January. He was 24 years old. His awards include the National Defense Service Medal. He had not deployed.

Updated 7:52 p.m. Tuesday A suspicious package that arrived Tuesday Aug. 2 at Fort Riley’s U.S. Post Office was found to pose no threat and was cleared by explosive ordnance disposal technicians and military police. An all clear was released by Fort Riley officials at about 6:45 p.m. Personnel at the post office, located at 5302 Ashby Ave., and buildings in the area were evacuated as authorities conducted their investigation. The area of Normandy Road between the Army and Air Force Exchange Service Shoppette and fire station on First Division Road was closed as a precaution.
