In an effort to stop, delay, or change the projected increased flood insurance rates, the Riley County Commission invited federal delegation members, and the general public, to a flood insurance rate increase summit, held on Monday.  Although none of the legislative members could make it, several sent representatives. Several concerned residents were in attendance to share their stories and experiences.  Many were concerned with the fact their rates could be doubled, or even tripled. The Flint Hills Metropolitan Planning Organization (FHMPO) has released the draft 2015 Unified Planning Work Program (UPWP) for the required 30 day public comment period.  The UPWP identifies the activities the FHMPO staff and its planning partners will be undertaking in 2015, including a budget for completing these activities.  The 2015 UPWP is set to be approved at the November 19th Policy Board Meeting.  The UPWP will be out for public comment until October 28th.    The amount of local match required for 2015 is estimated to be approximately $30,000 less than what was originally estimated when establishing the MPO in early…

Riley County Police indicate a report of theft was filed in the 2800 block of Nelson’s Landing in Manhattan on Sunday at approximately 9:10 AM. Tony Dugan, 34, of Leonardville reported a burnt orange 2005 Pontiac G6 was taken from in front of a friend’s home. The vehicle was left unsecured and with keys in the ignition. Vowing he would better himself and saying he wishes he could go back and change things,  Jerred Snyder, 30, of Manhattan was sentenced to 72 months for the kidnapping in early April of  Richard Rothfuss, 69, of Junction City. Snyder was also sentenced to 59 months for aggravated battey and 19 months for making a false writing, to serve concurrently with the six year kidnapping sentence. The sentencing followed a comment from the kidnapping victim that it doesn’t go away–with a written statement describing his lying in a ditch face down with a gun at his head as “devastating.” Rothfus had urged…
