FORT WORTH, Texas (AP)   Suspended TCU defensive end Devonte Fields will be in uniform when the 20th-ranked Horned Frogs open the season against No. 12 LSU. The depth chart released by TCU lists Fields or Matt Anderson starting at right defensive end, but it’s still unlikely the reigning Big 12 defensive player of the year will play Saturday night. TCU announced in May that Fields was suspended for the first two games for an unspecified violation of “university and team policy.” Asked Tuesday if there was a chance Fields would play, coach Gary Patterson initially responded, “find out at…

Part of the discussion centered around the appeals process for property owners and lessees, in Manhattan, who believe that their property rights will be negatively impacted by the proposed flood hazard determinations. Appeals can be based only on information that shows the Flood Hazard determinations are scientifically or technically incorrect. The City of Manhattan can also make an appeal, based on scientific facts. However,…

LAWRENCE, Kan. (AP) Sen. Pat Roberts says he doubts the U.S. can avoid a military strike in Syria following reports that its government used chemical weapons in the civil war there. But the Kansas Republican also said Tuesday that President Barack Obama should address the nation and get the consent of Congress for military action. The Topeka Capital-Journal reports that Roberts told a Lawrence Chamber of Commerce luncheon he believes Congress would authorize military action by the Democratic administration. Roberts said military action needs to be forceful enough to tip the balance of fighting against Syrian President Bashar Assad’s forces.…
